SR-605-000 F:\PERSON\MISC\COUNCIL\STAFFRPT\COUNCIL52 Santa Monica, California September 25, 2001 TO: Mayor and City Council FROM: City Staff SUBJECT: Agreement with the Centre for Organization Effectiveness for Leadership and Supervision Training INTRODUCTION This report recommends that the City Council authorize the City Manager to negotiate and execute a contract with the Centre for Organization Effectiveness (?Centre?) to provide training in the areas of leadership and supervision skills to management and supervisory employees of the City of Santa Monica, in an amount not to exceed $65,000. The training will be completed by June 30, 2002. BACKGROUND The Human Resources Department currently provides training to City managers and supervisors on specific personnel topics, such as harassment in employment. In addition, City departments often provide specialized training to their managers and supervisors. However, during the past several years, it has become apparent that there is a need for a city-wide training program for City managers and supervisors to ensure that all of the City?s supervisory employees have the same basic supervision skills and are also well versed in current employment law matters. 1 Several firms that specialize in training were contacted to determine which would be able to provide the most effective supervision skills and leadership training to all City managers and supervisors. It was important that a training firm have experience working with the public sector. The Centre has worked with many municipal government agencies, including the City of San Diego and the City of Los Angeles. The Centre will provide Santa Monica?s managers and supervisors with tools they need to handle the issues that they encounter on a daily basis, lead and motivate employees, and deal with employee performance issues, while emphasizing the importance of early intervention. BUDGET/FINANCIAL IMPACT The training provided by the Centre will be charged to account number 01274.578660. There will be 11 groups of a maximum of 25 employees in each group that will participate in the two-day program, in an amount not to exceed $65,000. RECOMMENDATION It is recommended that the City Council authorize the City Manager to negotiate and execute a contract with the Centre for Organization Effectiveness to provide the leadership and supervision training for City managers and supervisors for FY 2001-2002, in an amount not to exceed 65,000.
