SUBJECT: Resolution to Authorize the City Manager to Execute a Memorandum of
Understanding with Los Angeles County Metropolitan Transportation
Authority for Receipt of Grant Funding of the Soundwall on the South Side
of Interstate 10 between Cloverfield Boulevard and Stewart Street; and to
Authorize the City Manager to Negotiate and Execute a Professional
Services Contract with Wei Koo & Associates to Design the Project.
Introduction
This report recommends that the City Council adopt a resolution authorizing the City
Manager to execute a Memorandum of Understanding (MOU) with Los Angeles County
Metropolitan Transportation Authority (MTA) for the receipt of Proposition C
Discretionary grant funding of the soundwall on the south side of Interstate 10 between
Cloverfield Boulevard and Stewart Street.
This report also recommends that the City Council authorize the City Manager to
negotiate and execute a professional services contract with Wei Koo & Associates to
design the project in the amount not to exceed $115,000, and approve a contingency in
the amount of $15,000.
Backqround
In August 2000, the City retained a consultant to perform a noise study in the area
surrounding Interstate 10 and Cloverfield. The study results document noise levels
which exceed Caltrans minimum requirements in the surrounding neighborhood,

justifying construction of a soundwall. The Interstate 10 soundwall project will stretch
approximately 1,500 linear feet along the south side of the freeway between Cloverfield
Boulevard and Stewart Street, which will mitigate the effects of the freeway noise. The
project also includes relocation of irrigation and electrical lines, drainage structures, and
landscape restoration.
Proposition C Discretionary funding in the amount of $568,890 is available from the
MTA for the design and construction of the soundwall. In order to receive these grant
funds, the City must negotiate and execute a MOU with the MTA. Funds received will be
recorded in revenue account 20402.406480 "STIP - Cloverfield." Total costs of the
project, including design and construction, are estimated at $1.38 million. Additional
funds for the project have been budgeted in account C01014501.589000, "Cloverfield
Blvd. Soundwall."
Discussion
A Request for Proposal was issued soliciting responses from qualified firms for design
of the soundwall on Interstate 10 between Cloverfield and Stewart Street.
Proposals were received from three firms and all were interviewed. A review committee
consisting of three Civil Engineers and the City's contracted Project Manager from
Daniel, Mann, Johnson, & Mendenhall, was formed to evaluate the submitted proposals
and interview the firms. Selection criteria included understanding and approach to the

work, experience with similar kinds of work, qualifications of staff and ability to meet
tight time schedules.
The selection committee recommends Wei Koo & Associates, Inc. of Orange, California
to perform the engineering services. The firm has demonstrated a high level of
experience in working with state and local agencies. References provided by Wei Koo
& Associates included various Caltrans projects and projects for the cities of Fontana
and South Gate. All references recommended the design team and characterized them
as being responsive, knowledgeable, and innovative in providing cost-effective design
approaches and for having effective working relationships with the staff of other public
agencies. All of the referenced projects were completed on time and within budget.

Funds received from MTA will be recorded in revenue account 20402.406480 "STIP -
Cloverfield." It is necessary to increase the revenue budget in this account by $568,890.

Recommendation
Staff recommends that the City Council:
1. Adopt the attached resolution authorizing the City Manager to execute a
Memorandum Of Understanding with Los Angeles County Metropolitan
Transportation Authority, for Proposition C Discretionary funding in the amount of
$568,890, to be recorded in revenue account 20402.406480 "STIP - Cloverfield,"
for a soundwall on the south side of Interstate 10 between Cloverfield Boulevard
and Stewart Street; and
2. Authorize the budget actions outlined above; and
3. Authorize the City Manager to negotiate and execute a professional service
contract with Wei Koo & Associates to prepare design plans, specifications and
cosi estimates for the project in the amount not to exceed $ 115,000; and
approve a contingency in the amount of $15,000; and
4. Authorize the City Engineer to issue any necessary change orders to complete
additional work in conformance with the Administrative Instructions on change orders.
