SR-417-007 (5) EPWM:CP:AA:LF:SA F:\DATA\SPFILES\SP1813\cc1813-2.doc City Council: November 14, 2000 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Recommendation to Authorize the City Manager to Negotiate and Execute a Professional Services Agreement with Richard Berliner Architects to Design Renovations to the Lobby and Restroom Areas in Parking Structures 1, 2, 3, 4 and 6 Introduction This report recommends that the City Council authorize the City Manager to negotiate and execute a professional services agreement with Richard Berliner Architect to design renovations to the lobby and restroom areas in Parking Structure Nos. 1,2,3,4 and 6 in an amount not to exceed $300,000 and approve $50,000 in contingency funds. Background The six downtown parking structures were constructed in the 1960's and are used by visitors to the downtown area. The parking structure lobbies and restrooms adjacent to the alleys are worn, outdated, and difficult to maintain. As the popularity of the Bayside District and Third Street Promenade has soared, so has the demand for functional, safe, attractive, and convenient facilities in the vicinity. Recent improvements to the parking structures have included new exterior signage, new interior signs and graphics, elevator equipment and cab upgrades, stairwell improvements and the Parking Structure #5 Demonstration Project. 1 The Demonstration Project included improvements to the lobby and restroom areas that produced sustainable and aesthetically pleasing solutions. This project included removing masonry walls in the stairwell and lobby areas to allow additional natural ventilation, light and better visibility, and incorporating materials that are aesthetically pleasing, vandal resistant, easy to maintain, and sustainable. Sustainable materials used included durable concrete wall tiles containing fly ash and plastic recycled by local businesses; handrails made from recycled steel handguns confiscated by local law enforcement agencies; rubber flooring that does not absorb stains or odors, resulting in reduced maintenance and cleaning product usage; toilet partitions made of recycled plastic milk containers; and a durable wall coating which is graffiti resistant, easy to clean, and reduces the need for frequent re-painting. The Parking Structure #5 Demonstration Project has been in place for over a year and demonstrates that these sustainable solutions have worked well. The design and construction of the remaining five parking structure lobby and restroom areas will build on the success of the Demonstration Project, including incorporating sustainable designs to create functional and aesthetically pleasing environments. 2 Discussion Although long term decisions about the future of the downtown parking structures will be evaluated over the next six months as part of a downtown parking assessment, design and implementation of these user improvements is a wise investment in customer satisfaction. During the 99/00 and 00/01Budgets, City Council approved funding to renovate the lobby and restroom areas in the downtown parking structures. On March 22, 2000 a Request for Proposals was issued to 31 firms for architectural design services for the Renovation of the Lobby and Restroom Areas in Parking Structure Nos. 1,2,3,4, and 6. Six firms submitted responses to the City on June 19, 2000, which were reviewed by a selection committee consisting of representatives from the Environmental and Public Works Management Department, Planning and Community Development Department, including the Transportation Management Division, and members of the Bayside District Corporation. Four firms were chosen to be interviewed by the selection committee. Richard Berliner Architect was selected as the most qualified firm to provide the necessary services for the project. Richard Berliner Architect has planned and designed public spaces in commercial buildings and for public agencies including the Los Angeles Unified School District and the City of Santa Monica. Relevant projects include the renovation of the public spaces in the 401 Wilshire Building in Santa Monica, renovation of the Personnel Department Offices for the City of Santa Monica, renovation of public spaces for the Janss Court Building in Santa Monica, and the renovation and modernization of over 3 15 public schools in the Los Angles area. Richard Berliner Architect provided six references. All reported that the firm?s work was excellent. Authorize the City Manager to negotiate and execute a professional services agreement with Richard Berliner Architect to Design the Renovation of the Lobby and Restroom Areas in Parking Structures 1,2,3,4 and 6 in an amount not to exceed $300,000 and approve $50,000 in contingency funds; and 4 2. Authorize the City Engineer to issue any necessary change orders to complete additional work in conformance with the Administrative Instructions on change orders.
