SR-903-002 EPWM:CP:AA:LF:SA F:\DATA\SPFILES\SP1858\cc1858.doc City Council: November 14, 2000 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Recommendation to Authorize the City Manager to Negotiate and Execute a Professional Services Agreement with Richard Berliner Architects for Design Services for the Woodlawn Cemetery Mausoleum Office Addition and Electrical Repairs Project Introduction This report recommends that the City Council authorize the City Manager to negotiate and execute a professional services agreement with Richard Berliner Architect for design services for the Woodlawn Cemetery Mausoleum Office Addition and Electrical Repairs Project, in an amount of $60,000 and approve $12,000 in contingency funds. Discussion During the FY 97/98 and FY 98/99 Budgets the City Council approved funding for the Woodlawn Cemetery Mausoleum Office Addition and Electrical Repairs. On May 2, 2000, the City Council approved the long-term operating plan for the Cemetery, which recommended proceeding with the design and construction of additional office space and completing necessary electrical repairs. On July 17, 2000, a Request for Proposals (RFP) was issued to 38 firms to provide architectural design services for this project. Eight firms submitted proposal responses to the City on August 14, 2000. A selection committee 1 consisting of representatives from the Environmental and Public Works Management Department, including the Cemetery Division, Community and Cultural Services Department, and Daniel, Mann, Johnson and Mendenhall (consultant providing project management services for the City of Santa Monica) reviewed these proposals. The selection committee selected and interviewed four firms and selected Richard Berliner Architect as the highest-ranking firm to provide architectural services for the Woodlawn Cemetery Mausoleum Office Addition and Electrical Upgrades project. Richard Berliner Architect has planned and designed various commercial building projects including renovation of the public spaces in the 401 Wilshire Building in Santa Monica, renovation of the Personnel Department Offices for the City of Santa Monica, renovation of public spaces for the Janss Court Building in Santa Monica, and the renovation and modernization of over 15 public schools in the Los Angles area. References reported that the firm?s work was excellent. Budget/Financial Analysis Funds Required Contract $ 60,000 Contingency $ 12,000 TOTAL $ 72,000 Funds in the amount of $72,000 are available in Account Number C37059098.58900. Recommendation 2 Staff recommends that City Council: 1. Authorize the City Manager to negotiate and execute a professional services agreement with Richard Berliner Architect for design services for the Woodlawn Cemetery Mausoleum Office Addition and Electrical Repairs Project in an amount not to exceed $60,000 and approve $12,000 in contingency funds; and 2. Authorize the City Engineer to issue any necessary change orders to complete additional work in conformance with the Administrative Instructions on change orders.
