the Second Modification to Professional Services Agreement No. 7428
(CCS) with Daniel, Mann, Johnson, & Mendenhall for Capital
Improvement Program Project Management Services for Fiscal Year
2000/2001
Introduction
This staff report recommends that the City Council authorize the City Manager to
negotiate and execute the Second Modification to Professional Services Agreement
No. 7428 (CCS) for Capital improvement Program (CIP) Project Management Services
with Daniel, Mann, Johnson, & Mendenhall (DMJM) in the amount of $562,600 and
approve a contingency of $57,400.
Background
On December 15, 1998, the City Council awarded a professional services contract for
CIP Management Services with DMJM. The contract for CIP Project Management
Services was established to assist Engineering Division staff with budgeted CIP
projects. On March 28, 2000, the Council authorized the First Modification to the
Agreement in the amount of $300,000 for additional services through the end of Fiscal
Year 1999/2000.

The range of projects that DMJM has assisted the City with include park and facility
maintenance, roadway improvements, architectural remodeling, bridge seismic
upgrades, and utility work. The tasks performed by DMJM have proven valuable in
accelerating the completion of projects and supporting the delivery of needed capital
improvements.
In addition, DMJM project managers have worked with the City in obtaining additional
funding approvals from Caltrans and the Los Angeles County Metropolitan
Transportation Authority on certain CIP projects. DMJM?s assistance is needed during
FY 2000/2001 in order to further reduce the backlog of CIP projects and provide
needed continuity of project management.
Discussion
The Engineering Division has a continuing need for project management assistance to
complete projects approved in prior and current year CIPs. The extension of the DMJM
contract through the end of this Fiscal Year will provide these needed services and
maintain continuity in the management of CIP projects assigned to their firm. The
proposed projects requiring project management assistance this fiscal year from DMJM
ranges from facilities maintenance to traffic measures (see attachment A).

Budget/Financial Impact
Funds totaling $620,000 are available in the CIP Project accounts listed in
Attachment B.
Recommendation
Staff recommends that the City Council:
1. Authorize the City Manager to negotiate and execute a Second Amendment to
Professional Services Contract No. 7428 (CCS) with Daniel, Mann, Johnson, &
Mendenhall (DMJM) in the amount of $562,600 for CIP project management
services for Fiscal Year 2000/2001; and
2. Approve $57,400 in contingencies and authorize the City Engineer to issue any
necessary change orders within budget authority in accordance with the
Administrative Instructions on Change Orders.
