Introduction This staff report recommends that the Redevelopment Agency of the City of Santa Monica adopt the attached resolution which designates the Agency?s authorized representatives for transactions with the California Office of Emergency Services (OES) and the Federal Emergency Management Agency (FEMA). Discussion During the 1994 Northridge Earthquake, the City of Santa Monica experienced extensive damage, and as a result a state and federal disaster area was declared. th Included in the damages were Parking Structures #7 and #8, located at 1500 4 Street nd and 1500 2 Street, which are owned by the Agency. The City and the Redevelopment Agency are entitled to receive reimbursement for damages sustained during the earthquake as authorized by the Stafford Act of 1974 (PL 93-288) and administered by FEMA and OES. 1 In order to receive reimbursement, FEMA and OES require that the Redevelopment Agency adopt a resolution designating representatives for purposes of signing official OES and FEMA documents. Since the City adopted the most recent resolution on September 8, 1998 there have been numerous staff changes which are reflected in the attached resolution designating Susan E. McCarthy, Executive Director of the Redevelopment Agency; Gordon R. Anderson, Assistant City Manager; Katie E. Lichtig, Assistant to the City Manager for Management Service; Kate Vernez, Assistant to the City Manager for Government Relations; and Jeff Mathieu, Director of Resource Management as official representatives for the Redevelopment Agency. Recommendations Staff recommends that the Redevelopment Agency for the City of Santa Monica adopt the attached resolution designating official Redevelopment Agency representatives for the purpose of receiving reimbursement from OES and FEMA. Susan E. McCarthy, Executive Director; Gordon R. Anderson, Assistant City Manager; Katie E. Lichtig, Assistant to the City Manager for Management Services; Kate Vernez, Assistant to the City Manager for Government Relations; and 3 Jeff Mathieu, Director of Resource Management, are hereby designated as official representatives for the Redevelopment Agency of the City of Santa Monica for the purpose of signing Redevelopment Agency documents related to reimbursement by FEMA and OES for Parking Structure #7 and #8 disaster related expenses. SECTION 2. The Secretary shall certify to the adoption of this Resolution and thenceforth and thereafter the same shall be in full force and effect.
