SR-510-002 (5) EPWM:CP:DK:f:\adm\staffrpts\101000 Council Meeting: October 10, 2000 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Recommendation to Authorize the City Manager to Negotiate and Execute a Contract with Global Green USA to Provide Fiscal Management of the Santa Monica Green Team Program INTRODUCTION This report requests that City Council authorize the City Manager to negotiate and execute a contract with Global Green USA (GGUSA) in an amount not to exceed $102,600 to provide fiscal management of the Santa Monica Green Team Program, an environmental outreach program designed to raise public awareness and increase participation in the Sustainable City Program (SCP). The proposed contract will also include implementation of a Business Green Team program to raise awareness and participation in the SCP among the Santa Monica business community. BACKGROUND On March 24, 1998, the City Council authorized funds for the creation and implementation of the Santa Monica Residential Green Team Program, a residential environmental outreach program, on a pilot basis, for a period of 19 months. The City contracted with the Green Team Project (GTP), a San Francisco based non-profit organization, in May 1998, to develop a Santa Monica-specific guidebook, informational binder and supplementary materials, and to hire, train and oversee local staff persons to 1 implement the pilot program. Based on the success of the pilot program, on November 23, 1999, the Council authorized funding for continuation of the Green Team Program for an additional year. DISCUSSION Entering into a fiscal management agreement with a local non-profit organization will simplify financial management of the program for the City, will allow Santa Monica Green Team staff to seek grant funding under the non-profit?s aegis, and will ensure that Green Team Program staff benefit from supervision and support as they transition from pilot basis to a longer term program. Accordingly, City staff approached several non- profit environmental organizations and GGUSA expressed interest and fully met the City?s qualification criteria. Fiscal Management Agreement GGUSA is a Santa Monica based non-profit organization with expertise in environmental policy and sustainable development. The Executive Committee of GGUSA?s Board of Directors has authorized the organization to enter into a contract with the City to provide fiscal management of both the Santa Monica Residential Green Team Program and the proposed Business Green Team Program. As fiscal manager, GGUSA will oversee the processing and tracking of all cash and non-cash revenues, accounts payable and receivable, negotiation of leases and contracts, and disbursement of program funds including grants for the Green Team Program. In addition, current Santa Monica Green Team Program staff will become employees of 2 GGUSA. As compensation for serving as fiscal manager, the City will pay GGUSA an administrative fee equal to 15% of the total Green Team Program staffing and operating budget. Under the contract, the City?s Environmental Programs Division staff will continue to oversee program development and implementation activities. The term of the agreement will be for the remaining months of the fiscal year ending June 30, 2001, with an option to renew for an additional two full years on an annual basis. The proposed $102,600 contract amount assumes eight months of expenditures for the residential program and six months of expenditures for the business program. Business Green Team Pilot Program The Sustainable City Progress Report Update presented to City Council in November 1999 by the Task Force on the Environment indicates that resource use and waste generation have increased in Santa Monica since 1995, due to impacts of the strengthening local economy. In response, the Task Force has recommended that the City focus its efforts in the coming years on outreach to the local business community to encourage participation with the City in meeting the resource conservation and pollution prevention goals of the Sustainable City Program. In 1999 the Green Team Project, the San Francisco based non-profit hired by the City in 1998 to develop the residential Green Team Program, developed and successfully piloted a similar program in San Francisco to promote sustainable actions by businesses. Like the residential program, the Business Green Team Program uses a guidebook and trained staff to assist teams of employees from interested businesses in 3 undertaking a three month long evaluation of existing business practices and implementing various action steps. The goal is to reduce resource use and waste generation, reduce or eliminate the use of hazardous materials in the workplace, and address work-related transportation issues. Accomplishments made by each Business Green Team over the course of the program are collected and quantified so that the positive impacts of the program can be documented. As GTP is the only organization that offers this type of action-oriented sustainable business program, City staff solicited a proposal from GTP to develop a Business Green Team pilot program for Santa Monica businesses that addresses local issues and resources and incorporates Sustainable City Program goals. The City will issue a separate one-time $35,000 professional service contract with GTP to develop the pilot program for Santa Monica business, which will then be administered by GGUSA. The scope of work to be completed by GTP for the pilot program includes developing Santa Monica-specific program materials, providing training to Santa Monica Green Team Program staff and providing ongoing support through June 30, 2001. The goals of the Santa Monica Business Green Team pilot program are to establish Green Teams at 25 local businesses and to achieve an average 20% reduction in energy use, water use, waste generation, transportation fuel use, and hazardous chemical use for all participating businesses. 4 At least one additional full-time Green Team Program staff person will be hired to lead the implementation of the Business Green Team pilot program. Once hired, all Green Team Program staff become employees of GGUSA under the proposed fiscal management agreement. BUDGET/FISCAL IMPACT Fiscal Management Agreement Funds necessary to cover GGUSA?s contract costs for both the residential and business programs are available in Environmental Programs Division account number 31662.555060. Contract renewal beyond FY 2000-2001 will be subject to Council approval of future budget appropriations for continuation of the Green team programs. RECOMMENDATION Staff recommends that City Council authorizethe City Manager to Negotiate and Execute an Agreement not to exceed $102,600 with Global Green USA to provide Fiscal Management of the Santa Monica Green Team Program.
