Subject: Recommendation to Adopt the Attached Resolution Authorizing the
Submittal of an Application for Sustainable Building Grant Funding and
Authorize the City Manager or his or her Designee to Execute Necessary
Applications, Contracts, Payment Requests, Agreements, and
Amendments Related to the Grant.
Introduction
This report recommends that the City Council adopt a resolution authorizing the submittal
of an application for Sustainable Building Grant Funding to the California Integrated Waste
Management Board and authorize the City Manager or his or her designee to execute
necessary applications, contracts, payment requests, agreements, and amendments
related to the grant.
Background
In December 1999, the City Council adopted a set of ?green? building design and
construction guidelines that provide for sustainable building practices in new construction,
renovation, and building operations. These guidelines were established to encourage
design and construction practices that incorporate resources in a more sustainable and
resource-efficient manner. Additionally, guidelines provide designers, developers, and
builders with practical information on how to comply with the City?s current and proposed

new code requirements.
Discussion
Sustainable building practices are being adopted by an increasing number of architects,
developers, and building owners in both the public and private sectors, as the economic
and environmental benefits of green buildings become better known. A number of cities
are implementing initiatives to encourage the construction of green buildings in their
communities. A Sustainable Building Grant, funded by the Sate of California Integrated
Waste Management Board, if approved, will provide the City with resources to further its
green building effort. The grant will be used to identify and document green product
specifications that have been developed by the City and other agencies; develop criteria
and a process for identifying and selecting green building materials; and compile the
findings into a manual that can be shared with other agencies. The grant project is
anticipated to require nine months to complete, with a final manual available by October
2001.
Budget/Financial Impact
A grant in the amount of $45,700 will be requested. The expenditures for the grant, if
approved, will be budgeted in account C20073001.589000, ?Sustainable Building Grant.?
Revenue from the grant will be recorded in account 20402.406470.

Recommendation
Staff recommends that the City Council:
1) Adopt the attached resolution authorizing the submittal of an application for
Sustainable Building Grant funding to the California Integrated Waste
Management Board.
2) Authorize the City Manager or his or her Designee to Execute Necessary
Applications, Contracts, Payment Requests, Agreements, and Amendments
Related to the Grant.
