Little, Inc. for Environmental Services at Various Locations in the City Introduction This report recommends that City Council authorize the City Manager to negotiate and execute a contract with Arthur D. Little, Inc. for environmental investigation and remediation services at the Airport, Transportation Yard and City Yard. Background As a part of ongoing operations, the City maintains fueling facilities and underground storage tanks at the City?s Maintenance Yard, Transportation Facility and three Fire Stations. In the past, the City has also owned fueling facilities at other locations, including the Airport, which are no longer in operation. As a result of these fueling operations, spills and leaks have occurred in the past, which require assessment and cleanup. At the Airport and Transportation Facility, monitoring and cleanup systems have been installed and are currently in operation. This work is conducted under the oversight of the Los Angeles Regional Water Quality Control Board. 1 Discussion The cleanup systems, which have been installed at the Airport and Bus Yard, require continuing operation and maintenance services to ensure effective and compliant operation. Additionally, extensive environmental monitoring is required to comply with regulatory directives and to evaluate the performance of the cleanup systems. Contracts that have been previously executed with environmental firms to operate, maintain and monitor these existing systems will expire in September 2000. The selected consultant will be responsible for performing the scope of services mentioned above. Additionally, the requested scope of services includes environmental investigation activities to address environmental impacts detected at the City Yard during tank upgrade activities. The required system operation and environmental monitoring and investigation activities are specialized and technical in nature and require the services of an experienced and qualified environmental engineering firm. Due to the sensitive nature and location of the requested services, the consultants were pre-selected based upon their qualifications, knowledge of the subject sites, and technical expertise. Staff distributed a request for proposals to four consultants qualified to conduct the scope of work. Responses were received from two firms. Proposals were reviewed by a committee comprised of representatives from the Environmental Programs and Maintenance Management Divisions of the Environmental and Public Works Management Department, the Transportation Department and the 2 Resource Management Department. Based upon the above noted qualifications, the committee unanimously determined that Arthur D. Little, Inc. submitted the most cost- effective proposal; therefore, staff recommends their award of the contract. Budget/Financial Impact This is a multi-year contract and only $1,412,587 is budgeted in the accounts referenced in table 1 for the City?s fiscal year 2000/01 budget. The total contract amount includes funding for Fiscal Years 2000/01, 20001/02 and 2002/03 totaling $2,207,233. This means that future City budgets will need to include sufficient budget authority to fulfill contract payment obligations now being incurred. The remaining funds totaling $794,646 and subject to future City Council appropriation for fiscal years 2001/02 and 2002/03, are presented below. Little, Inc. in an amount of $2,207,233 for environmental investigation and remediation services at the Airport, Transportation Yard and City Yard. The implementation of the contract for fiscal years 20001/02 and 2002/03 will be contingent upon sufficient budget authority to fulfill contract obligations now being incurred.
