Subject: Recommendation to Authorize the City Manager to Negotiate and Execute
Agreements with CBM Consulting, Inc. and DMR Team, Inc. for Amounts
Not to Exceed $331,770 and $173,185 respectively, for Project and
Construction Management Services
Introduction
This report recommends the City Council authorize the City Manager to negotiate and
execute two contracts:
1. An agreement with CBM Consulting, Inc., in an amount not to exceed $331,770, to
provide project management and survey services for the design and construction of
Phase II of the Crosswalk Enhancement Program and the Broadway Improvement
Project; and
2. An agreement with DMR Team, Inc., in an amount not to exceed $173,185, to
provide project management services for the design and construction of the 4th
Street Traffic Plan between Pico Boulevard and the south City Limits, and a
landscaped median Colorado Avenue between Stewart Street and Centinela
Avenue.

These agreements are required to design and construct projects conceptually approved
by the Council on February 15, 2000 and August 8, 2000 and funded as part of the
current Capital Improvement Budget.
Background
Phase II Crosswalk Enhancements
On August 8, 2000, the Council approved the design concept for Phase II of the
Crosswalk Enhancement Program. This phase of the project focuses on pedestrian
crossing improvements on Wilshire Boulevard, Santa Monica Boulevard, Broadway and
Ocean Park Boulevard. It includes medians, curb extensions, in-pavement flashers,
signal modifications, as well as crosswalk signs and markings pursuant to
recommendations developed for each street based on in-depth expert evaluation and
extensive community input.
Broadway Improvement Project
The Broadway Improvement Project integrates the final components of the Mid City
Traffic Plan with Broadway Pedestrian and Crosswalk Improvements. It includes a
landscaped median along Broadway between 26th and Centinela, curb extensions at
Princeton, Yale and Franklin, and continuation of bike lanes from 26th Street the east
City Limit.

4th Street Traffic Plan and Colorado Median
On February 15, 2000, in conjunction with a review of residential traffic management,
the Council approved the 4th Street Traffic Plan between Pico Boulevard and the south
city limits. The plan includes median modifications, curb extensions, enhanced
crosswalks, and a traffic circle at the intersection at Strand.
In addition to the median along Broadway, a similar median is proposed along
Colorado Avenue between Stewart and Centinela. Although not part of the original Mid
City Traffic Plan, recent input from residents indicates that the construction of a median
along the residential section of Colorado would have a beneficial effect. East of 26th
Street, Colorado Avenue has a structure and function similar to Broadway. Colorado
Avenue, like Broadway, has been affected and will continue to be affected by increased
traffic due to the development approved and constructed in the vicinity of 26th Street,
Cloverfield Boulevard, Olympic Boulevard and Colorado Avenue. As part of the project
management, staff will be conducting a community meeting on the proposed Colorado
Avenue median. Should the neighborhood support the proposed design, staff will
request an appropriation for construction funding from the Special Office District
Mitigation Fund.
Discussion
Staff issued a Request for Proposal for project management services to assist the City
with the completion of the design and construction of these projects. Three proposals
were received, including CBM Consulting, Inc. (?CBM?), CMI Associates, and DMR

Team, Inc. (?DMR?). All three firms have current projects with the City. An
interdepartmental committee interviewed the three consultants.
In order to expedite the completion of the projects, staff recommends that the project
management work be split between two firms. CBM has been selected to manage the
design and construction of the Crosswalk Enhancement Program and the Broadway
Improvement Project, and DMR has been selected to manage the 4th Street Traffic
Plan and Colorado median. They demonstrated the best overall understanding of the
projects and scope of work, and have managed similar projects for other public
agencies, including the City of Culver City. Both firms received excellent ratings from
Culver City staff.
These firms will assist with the procurement of designers and provide project
management for design and construction of each project. CBM will also conduct any
survey work required prior to the initiation of the design process.
Budget/Fiscal Impact
These contracts will be funded from existing CIP accounts that were established to
construct the Crosswalk Enhancement Program and Neighborhood Traffic Measures
which were funded from the General Fund, and the Mid City Traffic Plan and
Synchronize/Interconnect Traffic Signal accounts which were funded from the Water
Garden and Colorado Place Traffic Mitigation Fees.

Recommendation
It is recommended the City Council:
1. Authorize the City Manager to negotiate and execute an agreement with CBM
Consulting, Inc. in an amount not to exceed $331,770, to provide project
management and survey services for the design and construction of Phase II of the
Crosswalk Enhancement Program and the Broadway Improvement Project; and
2. Authorize the City Manager to negotiate and execute an agreement with DMR
Team, Inc. in an amount not to exceed $173,185, to provide project management
services for the design and construction of the 4th Street Traffic Plan between Pico
Boulevard and the south City Limits, and a landscaped median Colorado Avenue
between Stewart and Centinela Avenue.
3. Authorize the Director of Planning and Community Development to issue any
change orders to complete additional work within budget authority and in
accordance with the Administrative Instruction on change orders.
