SUBJECT: Resolution Authorizing the City Manager to Execute a Memorandum of
Understanding with the Santa Monica Police Officers Association
INTRODUCTION
This report requests that Council adopt the attached Resolution authorizing the City
Manager to execute a Memorandum of Understanding (MOU) with the Santa Monica
Police Officers Association.
BACKGROUND
The current Memorandum of Understanding (MOU) with the Santa Monica Police Officers
Association (SMPOA) expired on June 30, 1999. As per the terms and conditions of the
expired MOU, negotiations with SMPOA to replace the expired MOU commenced and
resulted in the attached MOU. This new agreement has been ratified by the membership
of SMPOA.
This agreement provides for the following: a cost of living increase for FY99-00; FYOO-01
and FY01-02; adjustments to various employee benefits, such as uniform allowance, paid
time off, bilingual bonus, motor cycle bonus, medical trust, sick leave cash-out and holiday

pay to bring SMPOA compensation and benefits in line with the prevailing labor market;
implementation of an enhancement to the Public Employees' Retirement System program;
and some other minor economic and non-economic changes.
BUDGET/FINANCIAL IMPACT
Funds are already included in the budget for FY99-00 to cover any costs associated with
this agreement.
RECOMMENDATION
It is recommended that Council adopt the attached Resolution authorizing the City
Manager to execute the attached Memorandum of Understanding with the Santa Monica
Police Officers Association.
