SR-506-003-01 (3) Council Meeting: August 8, 2000 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Recommendation to Award a Construction Contract for the FY1999-2000 Street Improvement Project to All American Asphalt; and Authorize the City Manager to Negotiate and Execute a Contract with Construction Management Inspection for Construction Management of the Project. Introduction This report recommends that the City Council authorize the City Manager to Negotiate and Execute a contract for the construction of the FY1999-2000 Street Improvement Project withAll American Asphalt, the lowest responsible bidder, in the amount of $3,324,810 and approve a contingency amount of $498,790; and authorize the City Manager to negotiate and execute a construction management contract for the project with Construction Management Inspection (CMI) in the amount of $198,320 and approve a contingency amount of $29,680. Background Each fiscal year, the City Council authorizes the construction of street improvements identified by the Environmental and Public Works Management Department including street resurfacing, slurry sealing, and repairs to curbs, gutters, curb ramps, concrete bus pads and sidewalks. The streets to be resurfaced are listed in Attachment ?A?. 1 Discussion The Notice Inviting Bids was published in Our Times on June 11, 2000 and June 15, 2000. A Notice Inviting Bids, along with the plans and specifications, was also submitted to six construction journals, and was sent to six women/minority business enterprise (WMBE) associations. Fifteen contractors requested bid packages. The City Clerk's Office received seven sealed bids that were publicly opened and read aloud on July 12, 2000 by the Deputy City Clerk. City Engineer's Estimate $ 3,602,700 All American Asphalt, the lowest responsible bidder, supplied the City with a list of similar projects that were recently completed. City staff conducted a review of references provided, and all reported the Contractor has extensive experience in projects involving 2 complex traffic control and parking issues and performs excellent quality work. The State Contractors? License Board verified that the Contractor?s license is current, active and in good standing. Construction Management A Request for Qualifications for construction management services was issued on July 26, 1999 to pre-qualify firms to provide construction management services to the City of Santa Monica. A panel that included representatives from Civil Engineering?s Project Development and Construction Management group interviewed three firms from the pre- qualified list. The interview panel recommended CMI to provide construction management services for this project. Selection criteria included previous experience, qualifications of staff, ability to meet tight time schedules, and availability of staff. The work includes oversight and continuous inspection of the Contractor?s work during construction to ensure that the Contractor conforms with plans and specifications, monitoring traffic control and detour plans, reviewing change order requests, and providing information to the Contractor on an as-needed basis. CMI?s past performance on similar projects completed for the City has been satisfactory. Recommendation Staff recommends that the City Council: 1. Award a Construction Contract for the FY1999-2000 Street Improvement Project to All American Asphalt, the lowest responsible bidder, in the amount of $ 3,324,810 and approve a contingency amount of $498,790; 2. Authorize the City Manager to negotiate and execute a professional services contract for construction management of the FY1999-2000 Street Improvement Project with Construction Management Inspection (CMI) in the amount of $198,320 and approve a contingency amount of $29,680; and 3. Authorize the City Engineer to issue any necessary change orders to complete additional work within budget authority. Attachment A ?
