SUBJECT: Recommendation to Award a Contract to Pima Corporation dba Advanced
Construction for the Santa Monica Airport Landscaping, Irrigation and
Drainage Improvement Project
Introduction
This report recommends that the City Council award a contract to Pima Corporation,
dba Advanced Construction, the lowest responsible bidder, in the amount of $207,810
for construction of the Santa Monica Airport Landscaping, Irrigation and Drainage
Improvements Project and approve $32,190 in contingency funds for this contract.
Discussion
There is a need to improve the stability and landscape of the areas at both the east and
west ends at the airport and to construct drainage improvements to mitigate erosion to
the hillsides and slopes.
A Notice Inviting Bids for the construction contract was published on April 27 and 30,
2000 in Our Times and the F. W. Dodge newsletter. Bid packages were requested by
15 contractors and the City Clerk's office received four sealed bids, which were publicly
opened and read aloud on June 5, 2000 at 3:00 p.m. by the Deputy City Clerk.
The bid results were as follows:

City Engineer's Estimate $215,000
The lowest responsible bidder, Pima Corporation dba Advanced Construction, supplied
the City with the names of previous projects of a similar nature built by their firm
including construction of New Park and Administration Office Improvements in Santa
Clarita and East L.A. for the L.A. County Department of Parks and Recreation; Bicycle
Path and Street Improvement Project for the City of San Fernando; and Parking Lot
Renovation in Thousand Oaks for the Conego Valley Unified School District.
City staff checked Pima?s references by contacting the agencies and companies
representing these projects. All respondents reported that the Contractor's work was
satisfactory. The California Contractors? State License Board verified that the
Contractor's license is current, active and in good standing. Furthermore, the
Pima Corporation has been awarded a number of projects in Santa Monica in the
recent past and their work on the current playground project Clover, Marine and Ozone
Parks is progressing satisfactorily.

Recommendation
Staff recommends that the City Council:
1. Award a contract to the firm of Pima Corporation, dba Advanced Construction,
the lowest responsible bidder, in the amount of $207,810 for construction of the
Santa Monica Airport Landscaping, Irrigation and Drainage Improvements
Project and approve $32,190 in contingency funds for this contract; and

2. Authorize the City Engineer to issue any necessary change orders to complete
additional work in conformance with the Administrative Instructions on change
orders and within budget authority.
