Preferential Parking Zone I and Amending City Council Resolution 9344

Introduction
This report recommends the City Council adopt a resolution to modify the regulations of
Preferential Parking Zone I to allow 2 hour public parking without permits between the
hours of 9:00 a.m. and 6:00 p.m. and amend City Council Resolution 9344 CCS.
Background
The California Coastal Commission approved the seven preferential parking districts
that were established between 1983 and 1989 in Ocean Park on April 13, 2000. This
decision followed many months of discussion between the City and the Coastal
Commission regarding residential permit parking in the Ocean Park neighborhood
which the Commission believes requires a Coast Development Permit.
The Commissioners accepted the City?s plan to create new public parking resources as
mitigation for the perceived loss of public parking on neighborhood streets. In doing so,
the Commission placed conditions on the preferential parking districts. The primary
condition is that the Coastal Commission has an opportunity to again review and

approve the preferential parking in five years. For Preferential Parking Zone I, the area
bounded by Strand Street, Third Street, Ocean Park Boulevard and Main Street, the
Commission also required that the daytime public time limit be extended to two hours.
Discussion
Preferential Parking Zone I was created in 1986 in response to petitions submitted by
area residents. The regulations approved at that time were ?No vehicle shall be parked
or stopped adjacent to any curb in Preferential Parking Zone I between the hours of
6:00 p.m. and 2:00 a.m. or for more than one hour between the hours of 9:00 a.m. and
6:00 p.m. daily.?
The amended regulations would read ?No vehicle shall be parked adjacent to any curb
in Preferential Parking Zone I between the hours of 6:00 p.m. and 2:00 a.m. or for more
than two hours between the hours of 9:00 a.m. and 6:00 p.m. daily.? The residents of
the area have been notified of this proposed change.
The changes must go into effect this month to be in compliance with the decision
reached by the Coastal Commission.
Budget/Fiscal Impact
This action is not expected to have any significant fiscal impact.

CEQA Analysis
The proposed preferential parking zone has been determined to be categorically
exempt from the provisions of the California Environmental Quality Act (CEQA),
pursuant to Article 19, Section 15301 ( c ) which was recently amended to define Class
1 exempt projects in the following way: "Class 1 consists of the operation, repair,
maintenance, permitting, leasing, licensing, or minor alteration of existing public or
private structures, facilities, mechanical equipment, or topographical features, involving
little or no expansion of use beyond that existing at the time of the lead agency?s
determination. . ." This exemption lists as an example of "existing facilities:" "( c )
Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and
similar facilities." Preferential parking zones involve only the issuance of permits for the
use of an existing public street and include negligible or no expansion of this existing
use.
Recommendation:
It is recommended that the City Council:
Approve the attached Resolution amending Preferential Parking Zone I to allow 2
hour parking between 9:00 a.m. and 6:00 p.m., and Amend Resolution 9344 CCS
(Resolution of the City Council of the City of Santa Monica Re-Establishing Various
Preferential Parking Zones) by replacing Exhibit A.
