#7603 in an Amount not to Exceed $50,000 for Storm Drain Catch Basin
Cleanout Services and Catch Basin Inserts Installation with the Los
Angeles Conservation Corps
Introduction
This report recommends that the City Council amend and increase the existing contract
with the Los Angeles Conservation Corps (LACC) by $50,000 to provide maintenance
services to the Wastewater Division of the Environmental and Public Works
Management Department for storm drain catch basin and continuous deflective
separation (CDS) unit cleanouts and litter characterization from June 1, 2001 to January
31, 2002 in FY2001-02, while a Request For Proposal (RFP) is issued and a contractor
is chosen for a new contract term.
Background
The National Pollutant Discharge Elimination System (NPDES) of the federal Clean
Water Act requires municipalities and counties to manage and control urban runoff. The
City of Santa Monica is signatory to and regulated under the Los Angeles County?s
(County) NPDES permit. The permit requires Santa Monica to take steps to improve
the water quality of the Santa Monica Bay through the improvement of the quality of
urban runoff discharged into the Bay. To help achieve this goal, the City received
County Proposition A grant funds for the purchase and installation of 485 catch basin

inserts and screens, and two CDS units (one at the 1640 Appian Way parking lot and
one at the City Yards). These projects are a part of the City?s Best Management
Practices to remove pollutants from urban runoff.
Discussion
In October 1999, Council authorized a contract with LACC for $100,000 to assist City
crews in installing catch basin inserts and screens and removing debris from catch
basins and CDS units. The LACC is a non-profit agency founded to help young people
and at-risk youth establish themselves in productive, self-sufficient lives by assisting
them in obtaining job training and in completing their education. LACC provides
participants with temporary jobs, income, recent work experience, job references, and
feedback on their work habits.
Funds authorized in the original contract for the use of LACC staff were exhausted
March 2001. A first extension and additional funding in the amount of $26,000 were
approved on March 27, 2001, to continue the work through June 30, 2001.
Staff anticipates that the City will begin receiving funding from Los Angeles County?s
Proposition A reimbursement fund for the incremental maintenance cost increase of the
CDS units and insets and screens beginning the second quarter of this fiscal year to
offset the incremental catch basin maintenance costs. This reimbursement comes from
a County fund set up to maintain storm drain improvements for catch basins and storm
lines throughout the County. The City has requested reimbursement funds of $62,273
for catch basin maintenance by City of Santa Monica crews.
This staff report requests an additional $50,000 to continue LACC?s contract for a
limited period from June 1, 2001 to January 31, 2002. During this second and final

extension, staff will evaluate the cost of maintaining the City storm drain system with
catch basin inserts/screens and CDS devices based on one year of maintenance
experience, and will undertake a RFP process for a multi-year contract to assist the City
in maintaining its storm drain system on a long-term basis. Staff will return to Council
with a recommendation for a multi-year contract in early 2002.
Budget/Fiscal Impact
Funds of $50,000 are available in the FY01/02 Stormwater Budget for LACC services in
CIP account number C34058802.589000.
Recommendation
Staff recommends that the City Council authorize the City Manager to approve an
amendment to Contract #7603 with LACC in an amount not to exceed $50,000 and to
extend the contract from June 1, 2001 through January 31, 2002 to provide
maintenance and data services for the City?s stormwater drainage system.
