SUBJECT: Recommendation to Authorize the City Manager to Negotiate and Execute a
Professional Services Agreement with Calvin R. Abe Associates, Inc. for Full
Design and Construction Administration Services for the Airport Park
Project; and Authorize the City Manager to Negotiate and Execute an
Agreement with Komex H2O Science, Inc. for a Phase II Environmental
Investigation for the Subject Site
Introduction
This report recommends that the City Council authorize the City Manager to negotiate and
execute a professional services agreement not to exceed $757,000 with Calvin R. Abe
Associates, Inc. for full design and construction administration services for the Airport Park
Project, and approve $113,550 in contingency funds. This report also recommends that the
City Council authorize the City Manager to negotiate and execute a professional services
agreement not to exceed $114,100 with Komex H2O Science, Inc. for a Phase II
environmental investigation for the Airport Park project, and approval of $17,100 in
contingency funds.
Background
In September 1996, the City initiated a study to evaluate the accommodation of
recreational facilities and other community uses on non-aviation land south of Santa

Monica Airport. Undertaken in the context of a concurrent city-wide open space planning
process, the study included a review of airport operations, existing land uses and
environmental factors. Project objectives were identified and five alternative concepts
were developed. A series of community workshops were held between November 1996
and March 1997 and culminated in City Council?s conceptual approval of the proposed
project in July 1997.
The Airport Park Project includes the following components:

Airport Avenue walking path and pedestrian streetscape improvements such as
street trees, pedestrian lighting, fencing, street furniture and possible crosswalk
improvements;
?
Approximately 5 acres of play fields, children?s play area, lawns, restrooms, and
other amenities; and off leash dog park of approximately 1.4 acres located on
the north side of Airport Avenue east of Donald Douglas Loop;
?
Vehicle parking areas.
On January 10, 2000 a Request for Qualifications (RFQ) was issued to 32 firms for full
design and construction administration services for the Airport Park Project. Eight firms
submitted Qualifications Statements to the City on January 31, 2000 and were reviewed by
a selection committee consisting of representatives from Environmental and Public Works
Management, Community and Cultural Services, and Airport Administration. Four firms

were chosen to be interviewed by the selection committee. Calvin R. Abe Associates was
selected as the most qualified to provide the necessary services for the Airport Park
Project. Calvin R. Abe Associates has planned and designed public spaces for city, state,
and federal agencies including the City of Los Angeles, Dept. of Recreation and Parks, the
Community Redevelopment Agency of the City of Los Angeles, County of Los Angeles,
Department of Parks and Recreation, and the Cities of Brea, Fresno, Ojai, Palmdale, and
Torrance. Projects that are particularly relevant to the Airport Park Project are the Kenneth
Hahn State Recreational Area Soccer Fields in Los Angeles, San Pedro High School
Sports Field Improvements in San Pedro, Exposition Boulevard for the University of
Southern California in Los Angeles, Van Nuys Boulevard Commercial Streetscape, and
Downtown Brea Revitalization Master Plan and Streetscapes. Calvin R. Abe Associates
provided six references. All reported that the consultant?s work was excellent.
A Request for Qualifications for Phase I and Phase II (if required) environmental services
was sent to eight firms. Submissions were received by five firms on August 16, 1999, and
were reviewed by a selection committee consisting of representatives from Environmental
Programs Division, Community and Cultural Services, and Engineering. The committee
unanimously selected Komex H2O Science, Incorporated. Komex has provided similar
services for the City at the 502 Colorado project and as a part of the city?s ongoing MTBE
project. Komex provided the City with eight references. All reported that the consultant?s
work was satisfactory.

In February 2000, Komex completed the Phase I investigation under a purchase order.
The report identifies that the subject site and neighboring properties have been used for
chemical-intensive activities, such as aircraft storage and maintenance facilities, and a
fueling station, which may impact the environmental integrity of the site. These concerns in
conjunction with the proposed land use as a public park result in staff?s recommendation
that the additional Phase II site investigation activities be undertaken. The results of the
Phase II analysis may document a need for expanded investigation and attendant funding.

Recommendation
Staff recommends that City Council:
1. Authorize the City Manager to negotiate and execute a professional services
agreement not to exceed $757,000 with Calvin R. Abe Associates, Inc. for full
design and construction administration services for the Airport Park Project and
approve $113,500 in contingency funds; and
2. Authorize the City Manager to negotiate and execute a professional services
agreement not to exceed $114,100 with Komex H2O Science, Inc. for Phase II
hazardous materials soils investigation and approve $17,100 in contingency funds;
and
3. Authorize the City Manager to issue any necessary modifications to the contract to
complete additional work in conformance with the Administrative Instructions on
Modifications to Agreements.
