SUBJECT: Award of Construction Contract for the Pedestrian and Crosswalk
Improvements, Phase 1
Introduction
This report recommends that the City Council award a contract for the construction of
Pedestrian and Crosswalk Improvements, Phase 1 to Sterndahl, Inc., the lowest
responsible bidder, in the amount of $61,824.
Background
In September 1998, the City Council directed staff to complete a Pedestrian Crosswalk
Enhancements study. The study recommended ways to improve pedestrian crossings
along Montana Avenue, Ocean Avenue, Neilson Way and Barnard Way. Council
reviewed the study recommendations in August 1999 and directed staff to design and
construct them. In order to expedite implementation of improvements at locations where
pavement markings were the only recommendations, staff split the construction design
into two projects: 1) locations where only striping and marking is required and 2)
locations where civil improvements such as curb ramps and lighting are required to
support the markings. The work in this bid package is the work that includes only
striping and other pavement markings.

Discussion
The goal of pedestrian and crosswalk improvements is to enhance pedestrian
movement and safety along identified study corridors. This construction package
includes only those locations for which striping and marking are the only recommended
improvements.
The Notice Inviting Bids for construction of the project was published in the Our Times
section of the Los Angeles Times on April 13, 2000 and April 16, 2000. A Notice
Inviting Bids, along with the plans and specifications, was also provided to twelve
construction journals and plan rooms, including five women/minority business enterprise
(WMBE) associations. Four contractors requested bid packages. The City Clerk's
Office received two sealed bids, which were publicly opened and read aloud on May 3,
2000, by the Deputy City Clerk. The bid results were as follows:

The lowest bidder, Sterndahl, Inc., supplied the City with the names of recent similar
projects including work for the City of Los Angeles, the City of Glendale, the City of
Oxnard, the Port of Long Beach, and the City of Santa Monica (which has retained
Sterndahl, Inc., since 1992 as the annual striping contractor). The construction

manager, CBM, Inc., contacted representatives of these projects on behalf of the City.
All responding representatives reported that the Contractor?s work was satisfactory. The
State Contractors? License Board verified that the Contractor?s license is current, active,
and in good standing.
Budget/Financial Impact:
Funds required for this project are as follows:
Construction Contract $53,760.
Contingency for Construction Contract $8,064.
Total $61,824.
Funds for the project are available in account number C01045600.589000 (Crosswalk
Improvements).
Recommendations:
1. Award a contract to Sterndahl, Inc., in the amount of $61,824.
2. Authorize the Transportation Planning Manager to issue any necessary
change orders within budget authority.
