Award Contract for Environmental Site Assessment for Properties Located
at 1600 Lincoln Boulevard and 700 ? 720 Colorado Avenue, Santa
Monica to Komex H20 Science, Inc.
Introduction
This report recommends that Council authorize staff to negotiate and execute all
necessary documents to award a contract for an environmental site assessment for
properties located at 1600 Lincoln Boulevard and 700 ? 720 Colorado Avenue, Santa
Monica, collectively known as ?the Bekins properties,? to Komex H20 Science, Inc.
Discussion
In early January, 1999, staff became aware of a need for additional land on Colorado
Avenue for use by the Transportation Department. The Bekins properties are located
adjacent to the Transportation Department and may be acquired for the purposes of
expanding the Transportation Yards. As part of the due diligence process in
investigating the Bekins properties, a detailed environmental assessment study was
deemed necessary by the City?s Environmental Division. Environmental Division staff
prepared a request for proposals, and submitted it to six qualified and experienced
environmental consultants. A meeting was conducted for the potential vendors, which
included an extensive walk-through of the site. Five proposals were received and

reviewed by Environmental Division and Economic Development Division staff. Staff
determined that Komex H20 Science, Inc. is qualified to conduct this study.
Fiscal/Budgetary Impact
The not-to-exceed amount of this contract is $74,564, with a $11,185 contingency, for a
total of $85,749. Funds for this purpose are available at account number
C4100499.589000.
Recommendation
Staff recommends that Council authorize staff to negotiate and execute all necessary
documents to award a contract for an environmental site assessment for properties
located at 1600 Lincoln Boulevard and 700 ? 720 Colorado Avenue, Santa Monica, to
Komex H20 Science, Inc.
