9. Description of Project: The project consists of the proposed long-term lease for a Fixed
Base Operator (FBO) between American Flyers and the City of Santa Monica. The ~eneral
aviation facility that is the subicct of the proposed lease has been in operation for
approximately 40 years American Flyers has been the operator of the proposed leasehold
for over two years. During this period. American Flyers shifted the focus of operations at
this fixed base operator facility from turbine and helicopter to piston aircraft. American
Flyers proposes to continue this manner. scale and character of operation under the proposed
lease. No chan!;'e in use or physical expansion of the facilities capacity or operatin~
characteristics wili occur as a result ofihe proposed lease extension.

Santa Monica Airport runway is located to the north: residential uses to the southwestct
across Airport Avenue.. West of the site is the Airport and residential uses west of23'
Street. To the east is Airport and further east across Bundy Drive are residential uses in
the City of Los An~eles.

The potential environmental impacts of the project associated with the environmental topics

Operations of the proposed American Flyers long-term lease are required to be, and
are, conducted per the existing City noise ordinances and control programs in
accordance with the Santa Monica Municipal Code and the 1984 FAA Airport
agreement. The proposed project consists of the conversion of an existing short-term
lease into a long- term lease.
It should be noted that Airport staff have indicated that since the American Flyers
operator has been operating the FBO Facility at the Santa Monica Airport, there has
been a substantial reduction in noise complaints. This is due to American Flyers
primary use of piston engine fixed wing aircraft compared to the prior operator which
emphasized turbine aircraft (business jets) and helicopters. Most helicopters and many
turbine aircraft, older model jets in particular, generate greater noise impacts than most
smaller piston engine fixed wing aircraft that are operated by American Flyers.
Operations have and continue to be below established noise limits. Operations under

There is no construction or demolition involved in the project, simply a longer-term lease
for the provision of the same services in the same facilities at the same location.
However, the proposed project is anticipated to stimulate cosmetic improvements of
repainting and recovering of weathered materials, thereby resulting in a positive impact.
The project will not have any significant aesthetic impacts to existing designated scenic
vistas or scenic resources. The project is not anticipated to degrade the visual character
or quality of the site due to the operations of a Fixed Base Operator. The proposed
project is not expected to introduce new sources of light and glare to the project vicinity.
16. Construction Effects (a)
No Impact.
The proposed project consists of creating a long-term lease for a Fixed Base Operator
at Santa Monica Airport. No construction activities, other than normal maintenance
activities are anticipated on the project site. Therefore, the proposed project will not
have short-term or long-term construction impacts to the local community. The project
could not result in significant impacts to area residents beyond current levels.
17. Economic and Social Impacts (a)
No Impact.
The proposed project would ensure the continued viability of the Santa Monica Airport
as a training, tie down and maintenance facility for small aircraft. The proposed project
is not anticipated to result in any significant adverse economic 01' social impacts.
18.Agricultural Resources (a-b)
No Impact.
There are no agricultural resources associated with the site. The project site is not
zoned for agricultural use and the property is not under a Williamson Act contract. The
project will not have any agricultural resource impacts.
19.Mineral Resources (a-b)
No Impact.
There are no known mineral resources present on the site or in the immediate project
vicinity. The City of Santa Monica has had mineral resource mining in the past
associated with clay mining. There are no known or identified clay pit areas in the
immediate vicinity of the project site based upon a review of the general plan. The
closest known clay pit area is located approximately one and a half miles northwest of

the project site. There are no aspects of the project that will impact mineral resources.
20. Neighborhood Effects (a)
No Impact.
The project consists of the proposed long-term lease for a Fixed Base Operator (FBO)
between American Flyers and the City of Santa Monica. The general aviation facility
that is the subject of the proposed lease has been in operation for approximately 40
years. American Flyers has been the operator of the proposed leasehold for over two
years. During this period, American Flyers shifted the focus of operations at this fixed
base operator facility from turbine and helicopter to piston aircraft. American Flyers
proposes to continue this manner, scale and character of operation under the proposed
lease. No change in use or physical expansion of the facilities, capacity or operating
characteristics will occur as a result of the proposed lease extension.
The 1984 Agreement between the City of Santa Monica and the FAA requires three
Fixed Base operators at the Santa Monica Airport prior to any development of the
residual land. The proposed long-term lease permits investl""!nt in repair and ordinary
maintenance improvements such as painting, electrical upgrades and recovering of
weathered storage/hangar facilities. It also allows for the training and retention of
skilled piston aircraft maintenance personnel. These features also ensure compliance
with the 1984 FAA Agreement.
Although the existing uses in the immediate area consist mostly of less noise sensitive
commercial and light industrial uses, sensitive residential uses are located adjacent to
the south and west airport boundaries.
According to Santa Monica Airport staff, the extensive number of public complaints
about noise and late hour operations associated with prior operators has dropped
significantly since American Flyers became the lessee. However, the baseline per
CEQA is the potential change in the environmental impacts currently being generated
compared to impacts expected after the new lease is implemented. Since the proposed
lease does not expand or change the operating characteristics from current levels, the
project will not significantly impact the environment.
20. Mandatory Findings of Significance (a-c)
No Impact.
While the project will continue to generate a certain level of noise associated with
aircraft operations, the project is not expected to have impacts beyond those previously
considered in the Santa Monica Airport Master Plan or being experienced from
American Flyer's current operators.
The project is expected to result in decreased impacts from those previously identified
in the Airport Master Plan due to reducing the type and size of aircraft operated in
conjunction with the American Flyers FBO.
