Subject: Recommendation to Authorize a Blanket Purchase Order to Recycled
Technology, Inc. in the Amount of $60,000 for Rubber Speed Humps
Introduction
This report recommends the City Council authorize the Purchasing Agent to issue a
blanket purchase order to Recycled Technology, Inc., in the amount not to exceed
$60,000 for rubber speed humps. The City Council authorized the use of this product
as an alternative to asphalt speed humps in February, 2000.
Discussion
The City Council authorized the use of rubber speed humps as an alternative to asphalt
speed humps in three locations, on February 15, 2000. Staff is in the process of
notifying neighbors on the affected streets of the proposed test and scheduling test
installations.
This purchase order is requested pursuant to Section 2.24.080 of the Santa Monica
Municipal Code, which creates an exception to formal bidding procedures in those
instances where ?Competition does not exist, such as. . proprietary items of original
equipment manufacturers or their authorized exclusive distributors.? Recycled

Technology, Inc. is the sole vendor for a rubber speed bump developed jointly by
Recycled, Technology, Inc. and the City of Portland, Oregon. Internet search has
failed to identify any competitor with a rubber speed hump for street use. The
company has published rates per hump that vary depending on the size of the hump.
The price of humps required to implement in the pilot locations is estimated at $35,000-
$40,000, exclusive of delivery charges. By issuing a purchase order for an amount
slightly higher than the anticipated need for this particluar project, staff will have the
flexibility to purchase additional humps if required to reduce spacing between humps or
for additional locations. Accordingly, staff is recommending that the City Council
authorize the issuance of a purchase order with Recycled Technology, in the amount of
$60,000 for this product.
The product is made from recycled rubber and can be installed by the City?s Street
Maintenance Division. The Traffic Operations Division will install associated signing
and markings.
Budget/Fiscal Impact
Funding for this purchase order is budgeted in account C01084100.589000
Implementation of Neighborhood Traffic Measures.

Recommendation

order to Recycled Technology, Inc., in the amount not to exceed $60,000 for rubber
speed humps.
