SR-904-001-02 (3) EPWM: CP: AA: JS: MM \SP1837\CC1837.doc Council Meeting: March 28, 2000 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Recommendation that the City Council Authorize the City Manager to Negotiate and Execute a Professional Services Contract with KPFF Consulting Engineers for Engineering Evaluation, Testing and Conceptual Design for the Seismic Upgrade of the Police Wing of City Hall Introduction This report recommends that the City Council authorize the City Manager to negotiate and execute a professional services contract with KPFF Consulting Engineers (KPFF) in an amount not to exceed $60,000 for engineering evaluation, testing and conceptual design services for the seismic upgrade of the Police Wing of City Hall, and approve $6,000 in contingency funds for this contract. KPFF will provide a report that will include seismic strengthening recommendations and cost estimates. Background The Police Wing was built in 1958 and remodeled and expanded in 1977. It has not been seismically retrofitted to comply with current building codes or to withstand future earthquakes. Following the 1994 Northridge Earthquake, the City obtained a commitment from the Federal Emergency Management Agency (FEMA) to fund a portion of the costs of seismic upgrade for the Police Wing. 1 After the Police staff and attendant functions move into the new Public Safety Building, space in the existing Police Wing will become available for other uses. However, before utilizing this space, the City intends to perform seismic retrofit work, and to remodel the facility to accommodate general, non-police occupancy. Therefore, the need for engineering evaluation and design services is two-fold: 1) To provide seismic structural information and propose upgrade strategies; and 2) To provide structural information needed for future space planning. Discussion A Request for Proposals for seismic retrofit design services was issued to seven pre- qualified consulting firms. Four proposals were received and evaluated by a selection committee consisting of the City Building Officer, City Engineer, Disaster Recovery Program Manager, Disaster Recovery Staff Architect, and a Technical Advisory Consultant to the City. The evaluation was based on the following criteria: 1) technical competence of the firm and its understanding of the scope of the project; 2) recent project experience that shows the firms expertise in essential facility seismic retrofit design; 3) past = performance demonstrating ability to meet schedules, be responsive, and be cooperative; 4) staffing resources; and 5) approach to the work. The committee unanimously selected KPFF Consulting Engineers as the most qualified to provide seismic retrofit evaluation and design services on essential City facilities. KPFF has a thorough understanding of the project requirements, excellent qualifications of the proposed design team, and has provided highly satisfactory service to the City on seismic evaluations following the Northridge earthquake. Two recently completed projects include St. John's Hospital and 2 Health Center in Santa Monica and St. Joseph's Health Systems in Fullerton. Project representatives said KPFF consultants were professional, creative and timely. Although construction of the seismic upgrades cannot begin until late 2001 or early 2002, it is necessary to commence the seismic evaluation and design immediately in order to assess future space planning constraints and budgetary requirements. Budget/Financial Impact FUNDS REQUIRED Contract $60,000 Contingency $ 6,000 $66,000 Funds are available in account E13202000.555060.3000. Funds from this account qualify as a portion of the City's matching funds requirement to utilize FEMA Hazard Mitigation Grant Program funding. Recommendation Staff recommends that the City Council: 1. Authorize the City Manager to negotiate and execute a professional services contract with KPFF Consulting Engineers in an amount not to exceed $60,000 for engineering evaluation and conceptual design services for the seismic upgrade of the Police Wing and approve $6,000 in contingency funds for the contract; and 3 2. Authorize the City Engineer to issue any necessary change orders to complete additional work in conformance with the Administrative Instructions on change orders.
