SUBJECT: Recommendation to Award Construction Contract to Replace the Roof of
the Main Locker Building at 415 Pacific Coast Highway
Introduction
This report recommends that the City Council award a construction contract to replace the
roof of the Main Locker Building at 415 Pacific Coast Highway to Coast Roofing Co., Inc. in
the amount of $39,003 and approve $9,750 in contingency funds for the contract.
Background
During the FY 1994-95 budget process, City Council approved funding to evaluate
potential uses for the 415 Pacific Coast Highway (PCH) site. On July 13, 1999, Council
approved the use plan that recommended preserving the Main Locker Building at the 415
PCH site. The Main Locker Buildings roof leaks and has deteriorated beyond economic

repair. This project replaces the roofing material with a new membrane that will prevent
future water intrusion and decay to the Main Locker Building in order to preserve it for
future use. The new membrane will be an underlayment for the roofing shingles that will
be installed during the future restoration of the Main Locker Building.

Discussion
A Notice Inviting Bids for replacing the roof of the Main Locker Building at 415 Pacific
Coast Highway was published on December 19 and 23, 1999, in Our Times, as well as in
four construction journals. Bid documents were sent to six women/minority business
enterprise associations (WMBE). Bid packages were requested by five companies, all of
which submitted sealed bids to the City Clerks Office at the prescribed time. The bids

were publicly opened and read aloud on January 19, 2000, by the Deputy City Clerk.

The lowest responsible bidder, Coast Roofing Co., Inc., supplied the City with the names
of six previous similar projects including roof repairs for the Orange Unified School District,
a roof replacement for the Kaiser Indian Hill Clinic, and a roof replacement for the
VHA/Downtown Senior Housing in Ventura. All project representatives reported that the
Contractor?s work was excellent. The California Contractors State License Board verified
that the Contractors license is current, active and in good standing.

Recommendation
Staff recommends that the City Council:
1. Award a construction contract to replace the roof of the Main Locker Building at 415
Pacific Coast Highway to Coast Roofing Co., Inc. in the amount of $39,003 and
approve $9,750 in contingency funds for the contract; and
2. Authorize the City Engineer to issue any necessary change orders to complete
additional work within budget authority.
