SUBJECT: Resolution and Authorization to Sell the City-Owned Properties
Located at 2200 Michigan Avenue and 2051 Neilson Way, Santa
Monica
INTRODUCTION
This report recommends that Council: 1) adopt the attached resolutions
declaring the City-Owned properties at 2200 Michigan Avenue and 2051 Neilson
Way as ?no longer needed for purpose acquired nor for any other public
purpose;? 2) authorize staff to proceed with the sales of the properties in
compliance with SMMC 2.24.110 and applicable state and federal regulations;
and 3) authorize the City Manager to negotiate and execute all necessary
documents to complete the sales.
BACKGROUND
2200 Michigan Avenue is a triangular remnant located within the former street
and adjacent to the Santa Monica Freeway. The site is 824 square feet with
asphalt paving, which became available as part of a street vacation in 1983.
The site is too small for development. It is zoned Light Manufacturing and
Studio District (LMSD) and is useable as a parking area for two cars. It was
appraised at $21,000 in August, 1999.
2051 Neilson Way is a long, narrow, triangular strip located on the northeast
side of Neilson Way between Bay Street and Bicknell Avenue. The site is 4,432
square feet, improved with partial block wall, deteriorated wrought iron fencing,
and asphalt paving. Staff researched the purpose for which this property was
acquired, and could find no information; it was assumedly acquired as part of an
adjoining street vacation. It is zoned CM-3, Main Street Commercial District,
and is not in use. The property was at one time used in conjunction with the
adjacent Pioneer Boulangerie facility. However, its configuration and
narrowness make it unusable as an independent site. It is not currently in use,
and was appraised at $199,826 in August, 1999.
DISCUSSION
Pursuant to Municipal Code Section 2.24.110, Sale of Real Property, the Council
must declare the property no longer needed for the purpose acquired and not
needed for any public purpose prior to offering the property for sale. Both
properties have already been offered for use by other departments within the
City, and there are no public needs for either site. Adjoining property owners are
interested in purchasing both sites, which are now little more than a
maintenance liability to the City.
FISCAL/BUDGETARY IMPACT
Neither property is currently generating rental income. Revenues from the sale
of the two properties, estimated at approximately $220,826, based on the
August, 1999 appraised values, will be deposited as follows: 2200 Michigan,
account 43401.401800 Proceeds From Sale of Fixed Assets and 2051 Neilson
Way, account 01224.401800 Proceeds From Sale of Fixed Assets.
RECOMMENDATION
Staff recommends that Council 1) adopt the attached resolution declaring the
City-owned properties at 2200 Michigan Avenue and 2051 Neilson Way no
longer needed for the purposes acquired nor for any other public purpose; 2)
authorize staff to proceed with the sale of the properties in compliance with
SMMC 2.24.110 and applicable state and federal regulations; and 3) authorize
the City Manager to negotiate and execute all necessary documents to complete
the sales.
