SR-506-003-01 EPWM:CP:AA:DB:SL \S:\SP1819\CC1819-1.doc Council Meeting: January 11, 2000 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Award of Contract for the 1999-2000 Community Development Block Grant (CDBG) Curb Ramp Project Introduction This report recommends that the City Council award a contract for the construction of CDBG funded curb ramps at various locations throughout the City to Los Angeles Engineering, Inc., the lowest responsible bidder, in the amount of $75,940 and approve $24,060 in contingency funds. Background In accordance with the Americans with Disabilities Act (ADA) of 1990, the City has established policies and procedures and initiated a plan for compliance with ADA requirements throughout the City. The construction of curb ramps at various locations throughout the City is part of the compliance plan. Of the 3,969 possible curb ramps in the City, approximately 1,353 curbs remain to be retrofitted. The current rate of progress is the construction of between 100-150 curb ramps per year. Staff estimates it will take approximately nine years to complete all curb ramp construction in the City. Discussion A Notice Inviting Bids was published on November 4 and 11, 1999 in The Argonaut and 1 the F. W. Dodge newsletter. Bid documents were sent to 12 woman /minority - owned business enterprise associations. Bid packages were requested by 10 contractors. The City Clerks office received six sealed bids, which were publicly opened and read = out loud on December 1, 1999 by the Deputy City Clerk. The bid results were as follows: 1. Los Angeles Engineering, Inc. $ 75,940 2. Med Tox, Inc. $ 81,044 3. C. J. Construction, Inc. $ 89,200 4. Minco Construction $ 96,750 5. Damon Construction $117,100 6. E.M Constructors Co. $127,350 City Engineers Estimate $ 85,000 = The lowest bidder, Los Angeles Engineering, Inc., supplied the City with three references, including the Community Redevelopment Agency (CRA) of the City of Los Angeles, the County of Orange and the City of Rancho Palos Verdes. For the CRA of the City of Los Angeles, Los Angeles Engineering, Inc. completed a street widening project that included a bridge and storm drain along Clovis Avenue. In the County of Orange, Los Angeles Engineering, Inc. completed a street widening project on Avenida de la Carlata at El Torro and Paseo de Valencia. In the City of Rancho Palos Verdes, Los Angeles Engineering, Inc. completed the street reconstruction of Palos Verdes Drive South between Narcissa and Peppertree. All contacts reported that the contractors work was satisfactory. In = addition, the City of Santa Monica contracted with Los Angeles Engineering, Inc., in 1997 and 1998 for the construction of numerous curb ramps and the city's annual street resurfacing project. The contractor's performance was satisfactory. The California 2 Contractors State License Board verified that the contractors license is current, active, = and in good standing. Ninety-nine curb cuts are included in the contract. For $100,000, staff estimates that 130 curb cuts will be completed. Budget/Financial Impact FUNDS REQUIRED Contract $ 75,940 Contingency $ 24,060 Total $100,000 Funds in the amount of $100,000 are available in Account No. C19041700.589000, entitled ?City Wide Curb Cuts.? Recommendation Staff recommends that the City Council: 1. Award a contract for curb ramp construction to Los Angeles Engineering, Inc., the lowest responsible bidder, in the amount of $75,940, and approve $24,060 in contingency funds; and 2.
