SR-502-002-03 EPWM: CP: AA: SL: DB \SP1792\CC1792. doc Santa Monica, California Council Meeting: January 11, 2000 TO: Mayor and City Council FROM: City Staff SUBJECT: Recommendation to Authorize the City Manager to Negotiate and Execute a Professional Services Contract with Kennedy/Jenks Consultants for the Design of the Riviera Reservoir Rehabilitation Project Introduction This report recommends that the City Council authorize the City Manager to negotiate and execute a professional services contract with Kennedy/Jenks Consultants in an amount not to exceed $175,000 for the preparation of plans, specifications and cost estimates for the Riviera Reservoir Rehabilitation Project and approve $25,000 in contingency funds for the contract. Background The Riviera Reservoir is one of four reservoirs owned and operated by the City of Santa Monica. Its capacity is 25 million gallons and accounts for over half of the City?s total water distribution storage capacity. The Riviera Reservoir stores water purchased from the Metropolitan Water District (MWD) and produced from the area's City groundwater wells. Currently, the City purchases approximately 80% of its water from the MWD due to the shutdown of seven City wells impaired by MTBE contamination. The remaining 20% of the water is produced from groundwater wells not contaminated with MTBE. The reservoir is integral to the 1 Water Distribution System for providing operational, emergency and reserve water storage. Rehabilitation of the Riviera Reservoir is essential to improve water system operation and reliability. The design modifications include the placement of baffle walls within the reservoir to create a serpentine route for the water from the inlet to the outlet, and to increase disinfectant contact time. A recirculation pump will be added to assist in the movement of the water within the reservoir, inlet and outlet valves will be replaced, and a new ventilation point will be added for increased air circulation within the reservoir. In FY 99/00, the City Council budgeted funds for the design of the Riviera Reservoir Rehabilitation Project through the Capital Improvement Program. Discussion In August 1999, a Request for Proposals (RFP) was issued to six (6) qualified consulting firms for the design of the rehabilitation of the Riviera Reservoir. On August 27, 1999, proposals were received from Kennedy/Jenks Consultants and Robert Bein, William Frost and Associates. A selection committee consisting of the Project Manager, the Utilities Engineer and the Water Production Superintendent was formed to evaluate the proposals and interview both consulting firms. 2 The selection criteria requirements included the firm?s understanding of the project?s scope; direct experience on previous similar projects and approach to work; technical competence and qualifications of the proposed staff; the ability to meet the desired time frames; cost of services and innovative design alternatives. Staff recommends Kennedy/Jenks Consultants perform the required engineering design services for the Riviera Reservoir Rehabilitation Project. Kennedy/Jenks Consultants has had extensive experience with similar water storage facilities, involving water quality evaluation, planning, design and construction, and extensive experience working with State and local agencies, including the City of Santa Monica. Staff checked references regarding project experience for the City of Eureka and the Calleguas Municipal Water District. Kennedy/Jenks provided evaluation and rehabilitation design services for the City of Eureka?s 18 million gallon reservoir. For Calleguas Municipal Water District, Kennedy/Jenks provided design and construction services on the District?s new water treatment plant, which included an 8 million gallon reservoir. On the Calleguas project, aesthetics were of particular concern to both the owner and the neighboring residential community, because the project was visible from the surrounding hills, a concern in regard to this project. The representatives of both municipalities commended the 3 Kennedy/Jenks Consultants design team as being very knowledgeable, competent, professional, and able to conform to project timelines and budget. Budget/Financial Impact FUNDS REQUIRED FOR THE RIVIERA RESERVOIR REHABILITATION PROJECT DESIGN: Contract?????..???????????$175,000 Contingency?????????????? $ 25,000 TOTAL FUNDS REQUIRED FOR DESIGN. . .$200,000 Funds are available in the amount of $200,000 for the design of the Riviera Reservoir Rehabilitation Project in Account No. C25085000.589000. Recommendation Staff recommends that the City Council: 1. Authorize the City Manager to negotiate and execute a professional services contract with Kennedy/Jenks Consultants, in an amount not to exceed $175,000 and approve $25,000 in contingency funds for the contract; and 2. Authorize the City Engineer to issue any necessary modifications to the contract to complete additional work within budget authority.
