SUBJECT: Recommendation to Extend the Baysaver Retrofit Program and Authorize
the City Manager to Negotiate and Execute a Contract With Honeywell
DMC for Services Related to the Baysaver Program
INTRODUCTION
This report recommends that City Council extend the Baysaver Retrofit Program and
authorize the City Manager to negotiate and execute a contract with Honeywell DMC
for services related to the Baysaver Program for the period July 1, 1999 to June 30,
2000.
BACKGROUND
On February 17, 1998, Council approved for the second time the extension of the
Baysaver Retrofit Program beyond its original 50 percent residential retrofit and 25
percent commercial retrofit goals. Through the Baysaver Retrofit Program, the City has
achieved a permanent reduction in water usage and wastewater of 1.9 million gallons
per day (MGD), representing a 19 percent reduction in average daily wastewater flows
and a 13 percent reduction in Santa Monica?s total daily water demand. It is estimated
that the 1.9 MGD permanent sewage flow reduction will save the City approximately
$9.5 million in sewage treatment capacity purchases from the City of Los Angeles by
the year 2002. The Baysaver Program is funded through water demand mitigation fees

paid by new development and subsidies provided by the Metropolitan Water District of
Southern California.
DISCUSSION
As of September 1, 1999, over 60,000 residential and 3,000 commercial plumbing
fixtures have been retrofitted with 1.6 gallon per flush ultra-low flow fixtures. These
numbers represent approximately 65 percent of the residential and 20 percent of the
commercial plumbing fixtures in Santa Monica. Even at this high level of penetration,
the City continues to process approximately 1,000 retrofit applications per year. This
participation can primarily be attributed to the City?s retrofit upon sale requirement and
the active real estate market.
Staff recommends that the City extend the Baysaver Retrofit Program through FY 2000-
01 (a total of 24 months) to facilitate compliance with the retrofit upon sale requirement
and to ensure that the City maintains its 20 percent wastewater flow reduction goal
established by the Sustainable City Program. It is anticipated that a maximum of 2,400
residential and commercial toilets will be retrofitted during the contract period from July
1, 1999 to June 30, 2000.
Honeywell DMC has provided administration and inspection services for the Baysaver
Program since its inception in December, 1989. During the period between now and
June, 2000, staff will evaluate various options for continuing the program and will return
to Council with recommendations. Honeywell DMC will continue to provide

administrative, inspection, and rebate processing services for the City through June 30,
2000, at a $4,000 per month fee.
BUDGET/FISCAL IMPACT
Approval of the staff recommendation will result in an expenditure not to exceed
$48,000 during FY 1999-00 from the Environmental Programs Division Account
Number 31662.544390.
RECOMMENDATIONS
This report recommends that City Council extend the Baysaver Retrofit Program and
authorize the City Manager to negotiate and execute a contract with Honeywell DMC
for services related to the Baysaver Program not to exceed $48,000 for the period July
1, 1999 to June 30, 2000.
