INTRODUCTION This report recommends the City Council authorize a reward as an incentive to provide information or evidence to the Police Department leading to the arrest and conviction of any person(s) responsible for the homicide which occurred in the City on November 8, 1996. DISCUSSION On November 08, 1996, at 8:50 P.M., a homicide occurred at the Crown Bookstore, 2800 Wilshire Boulevard. During the commission of an armed robbery, the store manager was shot and killed. The Police Department dedicated a tremendous amount of resources in an attempt to identify and arrest the suspect; however, he has not been identified as yet. Composite drawings of the suspect were created and distributed nationwide with a special focus in the Santa Monica community. However, the composite 1 drawings have yet to produce a viable lead. Staff proposes that the City Council authorize $25,000 as an incentive to provide information or evidence to the Police Department leading to the arrest and conviction of any person(s) responsible for the Crown Bookstore homicide. BUDGET/FISCAL IMPACT The total cost of the reward is $25,000. Funds for the reward should be appropriated to account number 01274.055060. The reward offered would be specific to the Crown Bookstore homicide, which occurred in the City in November 1996, and would not apply to any other criminal investigations. Payment would be contingent on the arrest and conviction of person(s) responsible for the crime. RECOMMENDATION Staff recommends that the City authorize funds as a reward creating an incentive to supply information or evidence to the Police Department.
