The proposed activity does constitute a project within the meaning of the California Environmental Quality Act of 1970, as amended. 2. The proposed activity is not exempt from the provisions of such act by reason of being a ministerial, categorically exempt or emergency activity. 3. The proposed activity does not appear to have a substantial adverse effect upon the environment. 4. Inasmuch as it can be seen with reasonable certainty that no substantial adverse effect is involved, no proper purpose would be served by the preparation of an Environmental Impact Report. 5. The proposed preferential parking zone will not significantly impact housing as the proposal entails only an amendment to an existing 2-hour on-street parking restriction through the re-installation or posting of signs adjacent to a single block of a residential City street and the acquisition of parking permits by neighborhood residents to exempt them from the 2-hour parking restriction. Right of Way (a, b, c, d) 16. The proposed preferential parking zone will not significantly impact any public rights of way as no alterations to existing public rights-of-way are included in the proposals. Transportation/Circulation (a, b, c, d, e, f) 17. The proposed preferential parking zone will not generate considerable additional demand for parking or create considerable impacts on existing transit systems, air traffic, or traffic safety to pedestrians, bicyclists or motorists as the preferential parking zone is only an amendment to an existing 2-hour on-street parking restriction through the re-installation or posting of signs adjacent to a single block of a residential City street and the acquisition of parking permits by neighborhood residents to exempt them from the 2-hour parking restriction. The parking zone will not result in significant alterations to present patterns of circulation through any changes to roadways as no roadways are to be changed as part of the project. Utilities (a, b, c, d, e, f) 18. The proposed preferential parking zone will not impact utilities as the proposal entails only the re-installation or posting of signs and the acquisition of parking permits by neighborhood residents. Public Services (a, b, c, d, e, f) 19. The proposed preferential parking will not create a considerable impact or require new services in fire or police protection, schools, parks or maintenance of roads as the proposed project is limited to the re-installation or posting of signs and the acquisition of parking permits by neighborhood residents which can be accomplished with existing City staff and will not result in the need for new facilities. The proposed preferential parking zone will generate revenue from permit fees and will not have a considerable fiscal effect on the City's FY 1998-99 Annual Budget which provides sufficient funding for the project. Recreation 22. The proposed preferential parking zone will not impact recreational opportunities as the proposed project entails only the re-installation or posting of signs and the acquisition of parking permits by neighborhood. Cultural Resources (a, b, c, d) 23. The proposed preferential parking zone will not significantly impact cultural resources as the proposed project entails only the re-installation or posting of signs and the acquisition of parking permits by neighborhood residents. Aesthetics (a, b, c, d) 24. The proposed preferential parking zone will not have aesthetic impacts as the proposed project entails only the re-installation or posting of signs and the acquisition of parking permits by neighborhood. The proposed preferential parking zone will not have significant adverse impacts upon the neighborhood because the parking zone is intended to allow residents with permits to park on-street within the zone between 9:00a.m. and 6:00 p.m. Monday through Friday for longer than 2 hours.
