Little, Inc. for an Expanded Scope of Environmental Services in an Amount Not to Exceed $295,810 Introduction This report recommends that City Council authorize the City Manager to negotiate and execute a change order to Contract #115CD with Arthur D. Little, Inc. for an expanded scope of environmental investigation and remediation services at the Airport in an amount not to exceed $295,810. Background In October, 1998 the City awarded Contract #115CD to Arthur D. Little, Inc. (ADL) for environmental investigation, monitoring and remediation services at the Airport. These activities are being implemented to address residual contamination from former aircraft related activities located at 3000 Airport Avenue and 3223 Donald Douglas Loop. This work is conducted under the oversight of the Los Angeles Regional Water Quality Control Board. 1 Discussion It was discovered over the course of the investigation that more extensive investigation and cleanup activities are required. It has been determined that a larger and more comprehensive cleanup system will be required at this site. The expanded system will be comprised of soil vapor extraction and other remediation techniques and equipment. In addition, two former fueling facilities located adjacent to and south of 3223 Donald Douglas Loop require an expanded scope of investigation activities. Budget/Financial Impact Funds are available for the expanded scope of services in the amount of $295,810 in the Airport Fund Underground Tank Management CIP account #C33002000.589000. Recommendation Staff recommends that City Council authorize the City Manager to negotiate and execute a change order to Contract #115CD with Arthur D. Little, Inc. for an expanded scope of environmental investigation, monitoring and remediation services at the Airport in an amount not to exceed $295,810.
