All MetropoJitan infrastructure end weter rJghts would be
translerred to the Stale. Eachmemberagencywould
establish a oonfractor relationship with lhe State, much like
current State Water Project conlractofS. Thesystemoould
be operated by the CalifQmla Department of Water
Resources.
