CITY OF SANTA MONICA
DATE: October 18, 1962
TO: Ernest Mobley, City Mana-er
FROM: Bartlett L. Kennedy, City Engineer
SUBJECT: Fourth St.'ceet Detour - Santa 1,'Iorilca Fueeaay
The State Division of Hj-1:71-nmys, in connection with
the construction of the Fourth Street overcrossing of the
Santa Monica Freeway, is required to construct a detour to
handle Fourth Street traffic durins this construction period.
C)
This detour will extend from a point on Fourth
Street just northwesterly of the School District Adr.,iinistra-
tion Building to a connection with Colorado Avenue at Fifth
Street,
The State proposes to acquire all of the ri-t:>ht of
way required for this detour (except portions of City -owned
Palm Court and Trellis Court) and to pay for all costs of
constructin.- said detour. This construction will be limited
ID
to clearing, excavating and grading, construction of paved
roadway and asphalt concrete curbs, and installation of detoul,
lighting on wooden poles. Sideiialks and concrete curbs will
not be constructed.
It is both. desirable and essential that the portion
of this detour street extending from Colorado Avenue to th.e
future westbound Olympic Boulevard be maintained as a City
street after its use as a detour is completed; desirable to
provide circulation of traffic in this area &fter completion
of the Freeway, and -essential since this is the only practical
route for the relocated sanitary sewer which. will replace the
present Olympic Boulevard sewer to be intercepted by the Freei.-zay
0
The State therefore proposes to relinquish, this
portion of said detour street to the City upon completion of
its use as a detour, provided that the City will agree to
maintain said street and to accept title to said street upon
relinquishment by the State.

Freei,iav
1;
No present costs to the City are involved in this
L'
proposal. However, upon completion of the Freevjay and
relinquishment of this portion of the detour to the City, it
,,rill be necessary at that ti;'Ae for the City to construct a
connection between the detour street and future westbound
Olympic Boulevard. Cost estimates for this construction are
'lot available at this tirile, but the scope of this c,Iou
small that it my abe assumed that its cost wi11 brk is so
1 e ;minor.
No decision need be made at this timle as to whether
concrete curbs, sidewalks" ZD
and modern street lights are to
be installed. If it is, in the future, deteri-iiined that these
improverrnents should be constructed, funds for this purpose
can be Provided in a future bud( -et.
Transmitted herewith, is a proposed Resolution of
the City Council requesting the State to relinquish to the
City the above described. portion ur1-ion Of the Fourth Street detour
and areeinZ to accept title to, and responsibility for
maintenance of, said detour Portion upon cOl-,IPletion of the
State's contract.
It is lecoi-Timended that the City Council be requested
to adopt this Resolution.
