AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA AMENDING CHAPTER 1 OF ARTICLE IX
OF THE SANTA MONICA MUNICIPAL CODE RELATING TO
ZONING
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES ORDAIN
AS FOLLOWS:
SECTION 1. Section 9129F of the Santa Monica Municipal
Code is herewith deleted.
SECTION 2. Sections 9129F,1, 9129F1a, 9129F1al, 9129F1a2,
9129F1a3, 9129F1a4, 9129F2, 9129F3, 9129F4, 9129F5, 9129F6, 9129F7,
9129F8, 9129F9, and 9129F10 are herewith added to the Santa Monica
Municipal Code and as added shall read as follows:
"Section 9129F1 Off-street parking Requirements for Various Uses
and Zones
Residential
pistricts Required Off-street Automobile Parking Spaces
Rl District 2 covered spaces per dwelling unit.
R2, R3, R4, CA Dwelling Units: 1� covered spaces per dwelling unit
and CP District
plus 1 -additional covered space for each bedroom
having a separate outside entrance.
Apartment Hotels: I� covered spaces per dwelling
unit plus 1 -additional covered space for each bed-
room having a separate outside entrance; 1 -covered
space for each of the first 40 hotel or guest rooms;
1 -space per 3 hotel or guest rooms in excess of 40.
hotels, Motels and Clubs: 1 -space for each of the
first 40 hotel or guest rooms; 1 -space per 3 hotel
or guest rooms in excess of 40; 1 -space per 250 sq.
ft. of gross floor area in use for restaurants,
shops or other permitted commercial uses.
Hospitals, Sanitariums, Rest Homes: 1 -space for
each 3 -beds or fraction thereof.
In the computation of the total parking spaces required for any build-
ing site, fractional space shall be resolved to the next whole number.

per 1000 sq. ft. of gross floor area.
Mortuaries: 1 -space per 5 -fixed seats,or
1 -space per 40 sq.ft. of floor area in
places of assembly if no fixed seats.
Commercial -uses: Requirements for commercial
uses shaYl be 'tfie same as the requirement
for commercial districts.

UECTJON 9129F1a Anything in Section 9129F1 to the contrary
notwithstanding, the Administrator, without a
public hearing, upon factual showing sufficient
to prove that the requirements of Section 9129F1
are excessive for a specific use, may modify
the requirements and under such terms and con-
ditions as may be appropriate to insure that
an actual shortage of off-street automobile
parking will not occur.
SECTION 9129F1al
Any modification granted under provisions of
Section 9129F1a shall in no case reduce re-
quirements below the following minimum stan-
dards:
R1 District 2 spaces per dwelling unit

SECTION 9129F1a2 No modification shall be granted under the pro-
visions of Section 9129F1a for Hotels, MotelP.
and Clubs: rood Ilarkets having in excess of
5000 sq.ft. gross floor area; Drive-in Rest-
aurants, Churches,Thenters,Dancehalls,Conven-
tion Centers, Trade Schools and Business Colleges.
SECTION 9129F1a3 Any person, firm or corporation which considers
itself aggrieved by reason of any determination
of the Administrator under provisions of Section
9`129Fla.may appeal to the City Planning Commission
as provided for in Section 914503 of this code.
SECTION 9129FL44 Nothing in Sections 9129F1 to 9129F1a 3,inclusive,
shall in any way limit the right of any petitioner
to seek relief under Sections 9145A to D,in-
elusive of this code.

Section 9129F2 Where any building contains two or more differ-
ent uses, park3.nq requirements shall. be computed for each such
use as required by floor area, room, dwelling units or seating
capacity, as the case may be, and the sum of such requirements
shall be the requirement for such building.
Section 9129F3 Parking areas provided to meet the foregoing re-
quirements shall be so arranged as to be safe and convenient,
each space to he accessible to an automobile of standard size,
the dimensions of driveways, aisles, turning areas and so forth
to meet the requirements set forth in Drawing No. 4034 on file
in the office of the City Engineer.
Section 9129F4 Parking spaces provided to meet the requirements
for residential uses shall be not less than 9' in width, 20' in
length and 613' in height notwithstanding the provisions of
Section 9102. Parking spaces provided to meet the requirements
for commercial and industrial uses shall be not less than 8Y
in width, 19' in length and 6Y in height. "End Stalls," situ-
ated at the end of aisles and adjoining a wall shall be not less
than 12' in width.
Section 9129F5 Storage areas may encroach into the length of a
parking space not more than 3Y, provided that all portions of
such storage are at least 4'6" above the floor.
Section 9129F6 All parking areas and accessways shall be paved
with a minimum of 2" of asphaltic material or with a minimum of
4" of concrete, except that in parking areas provided to meet
the requirements for buildings of less than 8000 sq. ft., up to
10% of such area may be utilized for decorative planting or
landscaping.
vection 9129F7 All parking spaces shall be suitably marked;
bumper guards shall be installed to protect all walls, buildings,
walkways or planting; one tree shall be planted and maintained
for each 1200 sq. ft. of paved area or fraction thereof; and,
lights installed for the purpose of lighting parking areas shall
be so arranged that light is not directed toward an adjacent
residential district.

}ection 9129FO The design, location or position of any parking lay-
out, entry, driveway, approach or accessway from any street or alley
shall be approved by the City Engineer of the City of Santa Monica
as to .safety and accessibility or they shall not be deemed to meet
the requirements of this ordinance.
Section 9129F9 Slopes of all driveways must meet the requirements
set forth in Drawing No. 4034 on file in the office of the City
Engineer. Profile of driveway and grade details must be submitted
to the Engineering Department for approval whenever slope exceeds 6%.
Section 9129F10 Any off-street parking area provided to meet the
foregoing requirements for residential uses shall be situated upon
the same lot or building site as the building served; and any off-
street parking provided to meet the foregoing requirements for com-
mercial or industrial uses shall be so situated that the actual park-
ing area shall start not more than 300 feet from the exterior boundary
of the lot or building site occupied by the business or activity
which it serves."
SECTION 3. The Mayor shall sign and the City Clerk shall
attest to the passage of this ordinance. The City Clerk shall cause
the same to be published once in the official newspaper within fif-
teen days after its adoption. This ordinance shall become effective
July 1, 1968.
