CHARGES.
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES ORDAIN AS FOLLOWS:
SECTION 1. Section 5231 of the Santa Monica Municipal
Code hereby is amended to read as follows:
"Section 5231• Use of City Dump and Municipal
Incinerator. All non-combustible building rubbish and
non-combustible portions of building rubbish and industrial
waste originating in Santa Monica but not collected by
the City, may be placed in the City Dump, provided, how-
ever, that a chargeat therrate

Dump.
All Class 'A' and Class 'B' combustible rubbish,
combustible portions of industrial waste and building
rubbish excepting roofing material or other materials
containing coal tar, asphalt or other hydrocarbons
originating within the City of Santa Monica and not col-
lected by the City, may be deposited for burning in the
Municipal Incinerator. Charges as hereinafter provided
shall be paid for depositing such refuse for burning.
Such refuse brought to the Incinerator shall comply with
the following:
(1) Lumber and Class 'B' combustible rubbish ex-
cepting wooden furniture, shall not exceed 6 feet in length
or 4 inches in least cross-sectional dimension.
(2) Class vA' combustible rubbish, wooden furniture
and combustible portions of building rubbish and industrial
waste, exce ting lumber, shall be broken into pieces not
to exceed 2 x 2 x 5'•
(3) The combined weight of all metal attached to
any item of refuse named under sub -paragraphs (1) or (2)
aboveshall not exceed 2 pounds. Mattresses or furniture
containing springs will not be permitted. The weight of
any one piece of metal attached y shallitem of refuseenamed
under sub -paragraphs (1) (2) above

(4) Refuse originating outside the City shall not
be accepted for incineration.

coal tar, asphalt or other hydrocarbons x111 not be ae-
ceptcd for incineration.
In the event any person has any Class"'B'.combuatible
rubbish produced from premises within the City and wishes
to dispose of the same prior to the next collection day,
he may obtain upon request made to the Sanitation Super-
intendent, one ticket for each load of Class 'B' com-
bustible rubbish, which saidticket rubbishrfreekofsshall charge attthee

(8) The City will accept for disposal combustible and
non-combustible refuse contained on the same vehicle, pro-
vided the vehicle is equipped with some device to separate
the combustible refuse from the non-combustible refuse, and
provided, further, that such vehicles containing both com-
bustible and non-combustible refuse shall be charged then load."

The refuse collection service charge provided for in
this chapter shall constitute a charge against the occupant
of each dwelling unit; in the event of multiple dwellings,
however, such charges shall be billed to the landlord whi
shall collect such charges levied against the occupants of
the dwelling units located in said multiple dwellings and
shall transmit the amount so collected to the City. In
the event said said landlord shalldlord fails to ebeany such responsiblerto
from any occupantnt,,
the City for the payment of such charges.
The rates established by Sections 5233A and 5233B
as amended by this ordinance shall be effective with the
next regular water meter reading date after July 27, 1953•
SECTIO" 5. The Mayor shall sign and the City Clerk shall
attest to the passage of this ordinance. The City Clerk shall cause
the same to be published once in the official newspaper within fifteen
days after its adoption. The ordinance shall become effective on
the thirtieth day after the date of its adoption.
