A RESOLUTION OF THE CITY COUNCIL FOR THE
CITY OF SANTA MONICA
DECLARING THE CITY STANDARDS AND PRACTICES FOR CURB RETURN RADII
AND CURB ACCESS RAMPS AT STREET INTERSECTIONS
WHEREAS, Santa Monica is a built-out, fully-developed City with developed
properties throughout the community; and
WHEREAS, the Transportation Planning Manager and engineering staff (the
Engineer in Responsible Charge) are responsible for the engineering design of
intersections including curb designs throughout the City; and
WHEREAS, applicable nationally accepted engineering standards specify a 15-
foot corner radius for those intersecting streets where low vehicle speeds are desired in
order to improve pedestrian safety; and
WHEREAS, the unique characteristics of each intersection must be considered
when designing curb returns throughout the community including, but not limited to:
street widths; traffic volumes, bicycle. volumes, pedestrian volumes, street types, turning
volumes, the likelihood of buses and large vehicles turning and the desired speeds of
vehicles traveling in Santa Monica; and
WHEREAS, the design of curb returns, corner radii and sidewalks must conform
with all applicable federal and state laws.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Subject to Section 2, the standard curb return radius is 15-feet for
those intersecting streets where low vehicle speeds are desired.
SECTION 2. The Transportation Planning Manager and engineering staff (the
Engineer in Responsible Charge) are granted full authority to modify standards for curb
return radii and curb access ramps based on street characteristics, planning goals, and
volumes of passenger vehicles, trucks, buses, pedestrians, bicycles and other
transportation modes.
SECTION 3. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
