R-10372RESOLUTION NUMBER ics~2 CCS (CITY COUNCIL SERIES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA REVISING WATER RATES AND-WATER SERVICE CHARGES WHEREAS, the City Council may establish, .amend or revise from time to time by resolution the rates and service charges to be charged for supplying water service to any customer. pursuant to Section 7.12.010 of the Santa Monica Municipal Code; WHEREAS, the City of Santa Monica faces increased costs of providing water service to its customers; WHEREAS, the City of Santa Monica wishes to encourage water conservation by revising the water rate structure; and WHEREAS, the City of Santa Monica, in accordance with Article XIII D Section 6 of the California Constitution, mailed a notice of proposed water rate increases for afive-year period beginning August 1, 2008 through July 1, 2012 to the owner of record of each parcel in Santa Monica's service area and parcels in the City of Los Angeles who receive water service from the City of Santa Monica. NOW, THEREFORE, THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: Section 1. As of August 1, 2008, or as soon thereafter practical, a four- tier water commodity rate structure for single-family customers for all meter sizes is hereby established as follows: Tier Rate 1 $1.65 2 $2.47 3 $3.70 4 $5.78 * HCF = 100 cubic feet Single Family Ranoe of Use/HCF 0-14 15-40 41-148 149+ Section 2. As of August 1,.2008, or as soon thereafter practical, a four- tier water commodity rate structure for. multi-family customers for all meters sizes is hereby established as follows: Tier Rate 1 $1.65 2 $2.47 3 $3.70 4 $5.78 Multi Family Range of Use Per Dwellino Unit/HCF" 0-4 5-9 10-20 21+ ' HCF = 100 cubic feet Section 3. As of August 1, 2008, or as soon thereafter practical, aone- tier recycled water rate shall be established as follows: $2.22 per HCF Section 5. As of August 1, 2008, oras soon thereafter practical, a fixed bi-monthly service charge for fireline meters is hereby established as follows: Meter Size Service Charge 2" $37.85 3" $65.12 4" $104.07 6" $201.44 8" $318.28 10" $454.60 Any unauthorized metered water usage for fireline meters will result in doubling of the service charge. Section 6. Alow-income allowance will be offered to residential water customers with individual water meters who qualify for the City's Utilities User Tax Exemption Program, the Southern California Gas Co. or the Southern California Edison low-income assistance programs. As of August 1, 2008, or as soon thereafter practical, the residential low-income water commodity charge is hereby established as follows: Tier 1 .$0.96 Tier 2 $1.78 Tier 3 $3.01 Tier 4 $5.78 Section 7. The City will establish administrative remedies for those fourth tier customers who can demonstrate that they have taken all reasonable water efficiency measures to reduce water use but are still in the fourth tier. City 3 staff may perform a water audit for a customer and require the customer to implement recommendations before rate structure adjustments are made. Section 8. Maximum rate increases from July 1, 2009 through July 1, 2012 are hereby established as follows: July 1,2009 10.5% July 1, 2010 10.5% July 1, 2011 10.0% July 1, 2012 10.0% Section 9. Commencing upon July 1, 2013 and on July 1 of each fiscal year thereafter, fees established by this resolution shall be administratively revised annually by a factor equal to the difference in the Los Angeles-Anaheim- Riverside Consumer Price Index for Wage Earners and Clerical Workers for the twelve (12) month period February through February of the prior fiscal year. Section 10. Resolution Number 10321(CCS) is hereby repealed in its entirety. Section 11. The City Clerk shall certify to the adoption of this, Resolution, and thenceforth and thereafter the same shall be in full force and effect.
