A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
CERTIFYING THE FINAL ENVIRONMENTAL IMPACT REPORT
PREPARED FOR THE CHARNOCK WELL FIELD RESTORATION PROJECT
- - - WHEREAS, a Notice of Preparation of an Environmental Impact Report
was filed with the California Office of Planning and Research on May 20, 2008
and distributed to involved public agencies and interested parties fora 30-day
public review period that concluded on June 18, 2008; and
WHEREAS, a public scoping meeting was held at Winward School on
June 12, 2008 to receive comments on the scope of the Environmental Impact
Report for the proposed project;. and
WHEREAS, the Draft Environmental Impact Report was circulated for a
45-day period which commenced on August 18, 2008 and ended on October 1,
2008; and
WHEREAS, the Draft Environmental Impact Report and supporting
documents were also available for review on file at the City and on the City's
website; and
WHEREAS, during that time, eight written comment letters were received
on the Draft Environmental Impact Report and written responses were
subsequently prepared; and
WHEREAS, on November 12, 2008, the Final Environmental Impact
Report was published and distributed; and
WHEREAS, on November 25, 2008, the City Council of the City of Santa
Monica, as Lead City Agency, has reviewed and considered the Final EIR.in its
decision-making process; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council has reviewed and considered the
information contained in the Final Environmental Impact Report on the Charnock
Well Field Restoration Project prior to acting on the project.
SECTION 2. The City Council certifies that the environmental review for
the project was presented to the City Council, that the Final EIR was completed
in full compliance with State law and City. CEQA Guidelines, that there was
adequate public-review of the'Draft Environmental Impact Report, that it has
considered all comments on the Draft Ehvironmental Impact Report and
responses to comments, that the Final Environmental Impact Report adequately
discusses all significant environmental issues, and that the Final Environmental
Impact Report reflects the independent judgment and analysis of the City.
SECTION 3. The City Clerk shall certify to the adoption of this Resolution,
and thenceforth and thereafter the same shall be in full force and effect.
