A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA APPROVING AN
AMENDMENT OF THE GENERAL PLAN TO ADOPT THE 2008-2014
HOUSING ELEMENT
WHEREAS, in compliance with SMMC 9.04.20.18.080, on September 3,
2008, the Planning Commission adopted a resolution of intention to consider
recommending to the City Council that it amend the General Plan in order to adopt
the 2008-2014 Housing Element; and
WHEREAS, the proposed 2008-2014 Housing Element continues the goals,
policies and programs of the City to increase housing affordability to meet the
needs of the lower income sectors of the community, to provide housing with
services to the highest priority cases of homelessness, to maintain high quality
housing for the entire community and to be consistent with other City policies
including the Land Use & Circulation Element, the Sustainable City Plan, the Action
Plan for Homelessness, the Consolidated Plan, and other Elements of the City's
General Plan; and
WHEREAS, prior to bringing the proposed Final Draft 2008-2014 Housing
Element forward for adoption proceedings, the public was provided with numerous
opportunities to provide input on the City's housing needs and policies and to
comment on the Public Review Draft through availability of the document in hard
copy and on-line at the City's website, community workshops held in conjunction
with the City's Land Use & Circulation Element process, a special meeting with
representatives of housing advocacy organizations, and public hearings of the

Housing Commission, Rent Coritrol Commission, Planning Commission and City
Council; and
WHEREAS, the Planning Commission held a public hearing on March 19,
2008, to consider the Public Review Draft Housing Element and made
recommendations to the City Council for consideration in its review of the
document; and
WHEREAS, the City Council, on recommendation of the Planning
Commission, held a public hearing on April 29, 2008, to consider the Public Review
Draft, directing staff to make specific revisions and submit the proposed Housing
Element to the California State Department of Housing and Community
Development (HCD) for review; and
WHEREAS, a revised draft was prepared in May 2008 and sent to HCD for
review on May 27, 2008, and the City received a comment letter from HCD on July
25, 2008; and
WHEREAS; revisions are proposed that respond to HCD's comment letter to
enable the State to certify the City of Santa Monica's Housing Element, and
WHEREAS, a Notice of Intent to Adopt a Negative Declaration for the 2008-
2014 Housing Element was published on July 18, 2008, in compliance with the
California Environmental Quality Act (CEQA) and the City of Santa Monica CEQA
Guidelines, providing a 30-day commentperiod that concluded on August 18 during
which one comment was received and a response incorporated into the final draft;
and

WHEREAS, the Planning Commission held a public hearing on October 1,
2008 to hear public testimony prior to making recommendations to the City Council
concerning adoption of the 2008-2014 Housing Element; and,
WHEREAS, the Planning. Commission reviewed the 2008-2014 Housing
Element and the proposed Negative Declaration at this meeting and unanimously
recommended that the City Council adopt the proposed Negative Declaration and
the 2008-2014 Housing Element; and
WHEREAS, the City Council has considered HCD's comments and the
proposed modifications to address those comments as well as the Planning
Commission's recommendations; and
WHEREAS, the City Council has fully considered the Initial Study and
Negative Declaration on the 2008-2014 Housing Element; and
WHEREAS, the proposed amendment complies with SMMC
9.04.20.18.070, which limits the number of General Plan Amendments to four times
per calendar year,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council finds that the 2008-2014 Housing Element
complies with the requirements of Government Code Section 65302(c) as provided
in Government Code Article 10.6:

SECTION 2. The document attached hereto marked as Exhibit A is hereby
approved and adopted as the 2008-2014 Housing Element of the General Plan of
the City of Santa Monica.
SECTION 3. Pursuant to Santa Monica Municipal Code, Article IX, Chapter
1, Subchapter 9.04.20, Part 9.04.20.18, Section 9.04.20.18.050, the City Council
does hereby amend the Housing Element of the Santa Monica General Plan.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution,
and thenceforth and thereafter, the same shall be in full force and effect.
