R-10341Council Meeting: September 16, 2008 RESOLUTION NUMBER 10341 (CCS) (City Council Series) Santa Monica, CA A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA IN SUPPORT OF LOS ANGELES COUNTY MEASURE R WHICH SEEKS VOTER APPROVAL ON THE NOVEMBER 4, 2008 ELECTION OF A 30 YEAR HALF-CENT SALES TAX TO FUND TRANSPORTATION IMPROVEMENTS IN LOS ANGELES COUNTY INCLUDING EXPO LIGHT RAIL TO SANTA MONICA AND THE WESTSIDE EXTENSION OF THE SUBWAY WHEREAS the City council has long supported the construction of Expo Light Rail to Santa Monica and the Westside extension of the subway; and WHEREAS, improved mass transit and mobility in Los Angeles County is a necessity and requires an aggressive, responsible and accountable plan to meet the transportation needs of its more than 10 million residents; and WHEREAS, Los Angeles County Measure R entitled "Traffic Relief. Rail Extensions. Reduce Foreign Oil Dependence.", provides for rail expansion, local street improvements, traffic reduction, better public transportation and improves quality of life; and WHEREAS, the measure provides for the establishment and implementation of a retail transactions and use tax at the rate of one-half of one percent ( .5%) for a period of thirty (30) years and an expenditure plan with independent audits and public review of expenditures all locally controlled; and WHEREAS, completing Exposition Light Rail Phase II all the way to Santa Monica, with projected boardings of at least 62,000 per day, is the single most important ready to build transit project in the region. Completing the rail line to Santa Monica is a critical link addressing the region's traffic congestion, relieving traffic 1 along the very congested I-10 corridor and it promises to be one of the heaviest utilized light rail lines nationwide; and WHEREAS, the Metro Westside subway extension is a transit project that will help mitigate traffic congestion on local streets, and provide significant transportation improvements to a corridor with high employment and residential densities; and WHEREAS, the Los Angeles County Metropolitan Transportation Authority expenditure plan and ordinance includes $925,000,000 for Exposition Light Rail to Santa Monica and $900,000,000 for the Metro Westside extension of the subway; and WHEREAS, the City Council supported AB 2321, the Measure's authorizing legislation, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Council supports Los Angeles County Measure R for the establishment and implementation of a retail transactions and use tax at the rate of one- half of one percent (.5%) for a period of thirty (30) years and the expenditure plan. SECTION 2. The City Clerk shall certify to the adoption of this resolution and thenceforth and thereafter the same shall be in full force and effect.
