A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
ESTABLISHING NEW PARKING LOT RATES ON THE SANTA MONICA PIER AND
BEACH PARKING LOTS; AND FINDING THAT PARKING LOT RATE INCREASES
ARE EXEMPT FROM THE PROVISIONS OF THE CALIFORNIA ENVIRONMENTAL
QUALITY ACT.
WHEREAS, the-City of Santa Monica is charged with the operation and
maintenance of the beach parking Tots at Santa Monica State Beach pursuant to a 2006
Operating Agreement with the State of California, Department of Parks and Recreation;
WHEREAS, pursuant to the Operating Agreement, the City may adopt rules and
regulations for the use and enjoyment of Santa Monica State Beach by the public and
whereas the City may charge a fee for parking to cover the costs of development,
renovation, operation, and maintenance of lands and/or facilities located within Santa
Monica State Beach;
WHEREAS the Santa Monica Municipal Code Section 3.04.030 (Beach Parking
Lot Parking Permits) states that any resident of the City living in a designated permit
area may make application for a resident or guest parking permit for use at beach
parking lots during the times that parking is otherwise prohibited;
WHEREAS, the fees established by this Resolution are no more than necessary
to recover the costs of the services provided on the Santa Monica Pier and Santa
Monica State Beach;
WHEREAS, pursuant to California Coastal Commission Executive Director's
administrative policy memo dated October 28, 1993, parking rate increases of less than
25% are exempt from Coastal Development Permits;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The rates to be charged for parking at the Pier and beach parking lots
shall be fixed by the City Manager from time to time, but in no event shall exceed ten
dollars ($10.00) per day.
SECTION 2. Parking permits in beach parking lots are available to California
residents at the following rates:
Annual $155 /year
Semi-Annual $105 /six months
Monthly $27 /month
Senior Lifetime Pass $2.20 /year
Fees are waived for persons with disabilities
SECTION 3. Overnight Beach Parking Permits are available for Santa Monica
residents living within the Coastal Zone at the rate of $15/month.
SECTION 4. Reserved Parking for holders of filming or special event permits
issued by the City are available at the following rates:
1550 PCH Lot
November -March $20/day
April and October $22/day
May -September $24/day
2030 & 2600 Barnard Way Lot $18/day
SECTION 5. The increase in parking lot rates on the Santa Monica Pier and beach
parking lots is established to meet operating expenses, including employee wage rates
and fringe benefits, and/or obtain funds for capital projects necessary to maintain
service within existing service areas.
SECTION 6. Pursuant to Public Resources Code Sectioh 21080(b)(8), the rate
increase provided for in Section 1 is exempt from the provisions of the California
EnvironmentaLOuality Act of 1970, Public Resources Code Sections 21000 et seo.
SECTION 7. Resolution Numbers 9713 (CCS), 9633 (CCS), 9283 (CCS), and 8231
(CCS) are repealed.
SECTION 8. The City Clerk shall certify to the adoption of this Resolution, .and
thenceforth and thereafter the same shall be in full force and effect.
