R-10320Council Meeting of July 8, 2008 Santa Monica, California RESOLUTION NUMBER ios2o~CCS) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA ADVOCATING THAT THE VETERANS ADMINISTRATION EXPEDITE THE USE OF THE THREE BUILDINGS ON THE WEST LOS ANGELES VETERANS ADMINISTRATION CAMPUS FOR LONG TERM THERAPEUTIC HOUSING FOR HOMELESS VETERANS WHEREAS, on August 21, 2007,. the Secretary of the Department of Veterans Affairs designated three buildings, 205, 208 and 209, on the West Los Angeles Veterans Administration campus for long term therapeutic housing and services for homeless veterans; and WHEREAS, the designation follows years of intensive bipartisan coalition building lead by Councilmember Shriver and the City; and WHEREAS, it has been nearly one year since the designation and the buildings are still not in use for long term therapeutic housing for homeless veterans; and WHEREAS, the City of Santa Monica shares the goal of using these three buildings for the establishment of critically needed homeless veterans therapeutic housing; and WHEREAS, Senator Feinstein and Congressman Waxman secured Federal legislation Public Law 110-161 which imposes restrictions on certain commercial uses and transfers of land and affirms the terms of the original donation of land to keep the facility for veterans; and WHEREAS, the City acknowledges and appreciates the work of Senator Feinstein, Congressman Waxman and Supervisor Yaroslavsky and looks forward to continuing the concerted effort to achieve the critical mandate to serve our homeless veterans; and WHEREAS, enhanced sharing agreements or disposition of buildings through the McKinney-Vento Act are both viable options that are actively being pursued and rely on the concerted efforts of the Veterans Administration; and NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE to dedicate our efforts and resources to advocate that the Veterans Administration expeditiously move to use these three buildings on the West Los Angeles Veterans Administration campus as soon as possible for the long term therapeutic housing and services for homeless veterans.
