A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA,
CALIFORNIA, ESTABLISHING USER FEES FOR SOCIAL SERVICE, RECREATION
AND COMMUNITY PROGRAMS, CLASSES AND SERVICES OF THE DEPARTMENT
OF COMMUNITY AND CULTURAL SERVICES OF THE CITY OF SANTA MONICA
WHEREAS, the social service, recreation and community programs, classes and
services offered by the Community and Cultural Services Department include a wide
variety of activities for residents of varied ages, interests, and abilities; and
WHEREAS, it is the policy of the City of Santa Monica to charge for the costs of
these services provided by the City when such services benefit individual users rather
than the community as a whole; and
WHEREAS, the Santa Monica Municipal Code (the Code) authorizes the City to
establish user fees for services provided to individuals rather than the general public
and authorized the amount of such- fees to be set by resolution; and
WHEREAS, the City has calculated the cost of providing various recreational
services and opportunities to individuals and has discounted those costs to ensure that
individuals will be able to utilize these services and opportunities.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1: The following fees are established for programs and services of the
Community and Cultural Services Department.
A. Communitv Aquatics: Fees for this program shall be:

(5) .Aquatics Supplies Fees: Fees will be assessed to cover the actual cost of
the items and a portion of administrative expenses.

*Passes are good for 10 classes, and are non-refundable, non-ti-ansferable
and non-interchangeable.
B. Community Activities:
(1) Lawn Bowling Club Fee: $2.45 per hour up to 20 hours perweek for rental of
Douglas Park Clubhouse. Fees will increase by the Consumer Price Index
(CPI) each July 1St. Hours above 20 hours per week will be charged at the
Douglas Park Clubhouse facilities rental rate.
(2) Gym User Fee:. The fees charged for gym use shall -help offset the cost of
staffing, lights, maintenance and equipment, and shall be as follows:

C. Tennis Court Reservation Rate: City park and Santa Monica High School Courts
when used by the City pursuant to agreements with the Santa Monica-Malibu
Unified School District are reserved.
(1) Hourly rates (payable in advance) at $2.50 per hour, per person, per court
(2) Resident Quarterly passes are valid #or 91 days from the date of purchase:
a) Youth (17 years and under) $15.00
b) Adults (18 years - 59 years) $45.00
c) Seniors (60 years and over) $15.00
(3) Resident Tennis Reservation Cards: $10.00
(4) No Show Fee: $3.00 per hour
No Show Fee (instructors): $6.00 per hour
(no shows or cancellation less than six hours in advance of scheduled time).
(5) Independent Instructor court fee:
Number of students: 1-2 $12.00 per hour

Group lessons of more than 4 are only allowed through the. City's Community
Programs Division.

(7) Santa Monica -based Non-Profit Organizations: $8.00 per hour per court,
waived for youth organizations
(8) Ball Machine Fee: $10.00 per hour
(9) Tournament Fee: _Singles- $35
D. Senior Recreation Center Activity Cards:
December 31.
(1) Residents: $5.00 per person
(2) Non-Residents: $16.b0 per person

E. Special Instruction: A class registration fee will be assessed to cover all
instructors' salaries and a portion of administrative expenses. All participants shall
pay for materials used in the program activities.
F. CREST Child Care Program: The CREST program is a joint program between
the City and the Santa Monica-Malibu Unified School District. The following fees
represent the fees for the City portion of the program.

J. Senior Trips: Afee will be assessed to cover the actual cost of the admission
price and a portion of administrative expenses.
K. Senior Dances: Afee will be assessed to cover the costs of a band and a portion
of administrative expenses.
L. SM Adaptive Recreation-and Sports: Spring Fling - A suggested donation will
be assessed to cover a portion of the expenses associated with the Spring Fling
annual dance.

portion of administrative expenses. Officiating fees are additional and paid directly
to officials.

N. Airport Park Field User Fees: The fees charged for field use shall help offset the cost of
staffing, lights, maintenance and equipment, and shall be as follows:

O. Miles Playhouse Fees: Fees will be charged for admission to in-house productions
presented at Miles Playhouse at the following ticket prices:

Collaborative/Partnership Programming -An admission fee will be assessed to cover
a .portion of administrative expenses and divided between the City and the
collaborative/partnering agency based upon mutual agreement.

SECTION 2. On July 15t of each fiscal year, fees may be increased administratively
to cover additional costs to the program. However, the increased fees will not exceed
the cost of providing the program.
SECTION 3. A registration and materials fee maybe assessed for all social service,
recreation and community programs, classes and services that are listed in this
resolution.
SECTION 4. Fees to be charged for social service, recreation and community
programs which are not listed in this resolution shall be determined by the Community
and Cultural Services Director and shall be based upon the costs incurred in providing
the program.
SECTION 5. Fee reductions or waivers may be approved administratively to
promote community access to special events and other social and recreational
programming.
SECTION 6. Effective July 1; 2008, Resolution No. 10219 (CCS) is hereby
repealed.
SECTION 7. The fees set forth in this Resolution shall be effective July 1, 2008.
SECTION 8. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
