session at the above named time and place, The pledge of allegiance
was given after which Reverend John Crist, Gateway Christian Church
gave the invocation.

Mr. Cohen moved to adopt the plan and in effect adopt the
resolution entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA ADOPTING A CONSERVATION ELEMENT OF THE MASTER PLAN FOR
THE CITY OF SANTA MONICA". The motion was seconded by Mrs. Swink.
Mr, Cohen moved to amend the motion and delete Item 11 (page 33).
The motion was seconded by Mrs. Swink and carried unanimously.

In place of Item 11 just deleted, Mr. van den Steenhoven moved
to amend the motion to read "The city should encourage the state to
utilize and open for public access all property between the mean high
tide line and the major highway adjoining the beach, presently owned
by the state." The motion was seconded by Mrs. Reed and carried with
Council members Cohen, Judson, Reed, van den Steenhoven and Trives
voting "AYE",
Mr. van den Steenhoven moved to amend the motion by amending •
Item 16 (page 34) to read as follows; "The coastal area shall be designated
as that area bounded on the southwest by the 3 mile city limit in Santa
Monica Bay, on the northeest and southeast by the respective city limits
extended to meet the 3 mile limit and on the northeast by the southwest
sides by First Court, Ocean Avenue and Neilson Way. All areas within
these boundaries shall be considered the coastal area and shall be
appraised in terms of preserving their scenic environment."
The motion was seconded by Mrs. Reed and lost by the following
vote:
AYES: Councilmen: Reed, van den Steenhoven
NOES: Councilmen: Cohen, McCloskey, Swink, Trives
ABSENT: Councilmen: None

Mr. Trives moved to amend the motion by amending Item 16
(page 34) to read as follows: "The coastal area shall be designated
as that area bounded on the southwest by the 3 mile city limit in Santa
Monica Bay along the centerline on First Court from the northerly city
limits to California Avenue, then westerly to Ocean Avenue, then southerly
to Pico Boulevard, then easterly to a line 140 feet easterly of Main
Street continuing to the southerly city limits. A11 areas within these
boundaries shall be considered the coastal area and shall be appraised
in terms of preserving their scenic environment". The motion was
seconded by Mr. van den Steenhoven.
Mr. Cohen moved to amend that motion and exclude everything
east of Neilson Way. The motion was not seconded.
Mr. Trives motion lost with Councilmen Cohen, van den
Steenhoven and Trives voting "AYE".
Mr, Trives moved to amend the motion and delete Item 15 (page 34).
The motion was seconded by bir, Cohen and carried with Councilmen Cohen,
Judson, McCloskey, Scaink and Trives voting "AYE".
Mrs. Swink moved to amend the motion and delete Item 16 (page 34).
The motion was seconded by Mr. Cohen and carried with Councilmen Cohen,
Judson, McCloskey and Swink voting "AYE",
Mr. Cohen moved to amend the motion and delete Item 18 (page 34).
The motion was seconded by Mrs. Swink and lost with Councilmen Cohen,
McCloskey and Swink voting "AYE".
Mr. Trives moved to amend the motion by amending Section 18
(page 34) to read as follows: "Planning measures should be initiated
which will re~ulate high density and high intensity development in the
"coastal area The motion was seconded by Reverend Judson and carried with •
Councilmen Judson, Reed, van den Steenhoven and Trives voting "AYE",
Mr. McCloskey moved to amend the motion and amend Item 4 (page 5)
under objectives preserving the ecological balance etc. to read "Consider
environmental impacts as a decision making factor in planning". The motion
was seconded by Mrs. Swink and carried with Councilmen Cohen, Judson,
McCloskey and Swink voting "AYE".
bfr. Cohen moved to amend the motion and amend the first sentence
in the item entitled "Growth Inducing Impact" (page 10) to read
as follows: "The Conservation Element is not desi~ned to promote growth
in the city but is designed to conserve resources.'
The motion was seconded by Mr. Trives and carried unanimously.
The motion (Resolution) as amended (including the amendments
that were passed at the August 26th meeting) was carried by the

Contract 2195 Mr. van den Steenhoven moved to accept the recommendation
County Flat Bus of the Staff, dated September 2nd, and enter into an agreement with the

Reverend Judson moved to grant the request to John Bohn, Exec.,
Santa Monica District Boy Scouts and authorize their 1975 In Town
Camporee to be held again in Palisades Park on October 3rd, 4th, 5th.
The motion was seconded by Mr. McCloskey and carried unanimously.
Mr. McCloskey questioned the Planning Director about the
status of the ordinance regarding "communes" that had been referred to the
Planning Commission several meetings ago.
Reverend Judson urged that the City administration give serious
thought about future City financing, check into the pictures shown and
rates charged to customers of Theta Cable T.V. and finally urged that
the installation of a traffic signal at 15th Street and Wilshire Blvd.

At the request of the City Attorney, Mrs. Swink moved to
adjourn to executive session to discuss wages, hours and working
conditions in the City Attorney's office.
The motion was seconded by Reverend Judson and carried with
Council member Reed voting "NO".
The meeting reconvened with all Council members present.
Mr. McCloskey moved that the City Attorney prepare a wage,
salary and function audit of legal employees in the public sector, that
the City Clerk prepare a wage, salary and function audit of City Clerks
and that both reports be forwarded to the Council members within 30 days.
The motion was seconded by Mrs. Swink and carried unanimously.
At 11:10 P. M. Mrs. Swink moved to adjourn in memory of
Sigmund Arywitz, prominent labor leader and Ralph N. Hardowin (seven year
old son of Sa11y Hardowin, City employee) both of wham passed away
recently.
The motion was seconded by Mr. Trives and carried unanimously.

Mrs. Doris Minter, wife of former Mayor and present Plunicipal
Court Judge Rex Minter (caho also caas present), presented Mayor Trives
with a proclamation and plaque from Red Bluff, California and Independence,
Oregon commemorating the Santa Monica Centennial and the Palms to Pines
Annual Womens Air Race that was held recently.
