The City Council of the City of Santa Monica met in an
adjourned regular meeting at the above time and place. The pledge
of allegiance was given.
PRESENT: Councilmembers: Nathaniel Trives, Seymour A. Cohen,
Fred M. Judson, John W. McCloskey,

The order of adjournment from the meeting held January 11
was posted on the Council Chamber door and the affidavit of posting
is on file in the office of the City Clerk.
The Chairman and Vice Chairman of the Personnel Board re-
viewed changes in the city charter pertaining to personnel practices
and requested that these amendments be put on the ballot for the
April 12 municipal election.
After those persons in the audience spoke, who wished to
do so, Mrs. Reed moved that an ordinance be prepared for consideration
at the January 25 council meeting embodying the proposed changes into
three charter amendments namely: Section 1106, Section 1110 and the
other changes combined into the third amendment.
The motion was seconded by Mr. van den Steenhoven.
Dlr. Cohen moved to amend the motion and change to 3 any
reference made to 6 in Section 1ll0. The motion was seconded by
Mrs. Reed and carried with Councilmembers Cohen, McCloskey, Reed,
and Swink voting "AYE".
The motion as amended was carried with Councilmembers Cohen,
Judson, Reed, Swink, van den Steenhoven and Trives voting "AYE".
At 8:50 o'clock P.M. Mrs. Swink moved to adjourn in memory
of Edwin F. Collins who had operated a printing firm in the city
for over thirty years and Mr. van den Steenhoven moved to adjourn
in memory of John L. Thompson, former Planning Commission member,
both of whom passed away recently.
The motions were duly seconded and carried unanimously.

Reverend Judson, in citing a recent situation where a sewer
backed up and caused extensive damage to a dwelling, moved that the
City Manager review the City's policy in such cases and recommend any
remedial actions that might help in such emergencies. The motion was
seconded by Mrs. Reed and carried unanimously.
Mrs. Swink moved as follows:
Reimburse the Administrative Services - $181.71, Fire - $43.33,
Planning - $45.12, Library - $37.48, Police - $46.66, Recreation and
Parks - $75.94 revolving cash fund accounts.
Purchase 32 electric hand dryers for use in restrooms from
World Dryer Corp. for $4,254.84 - low bid.
Make the award to Petro Builders Inc. to convert the existing
fuel dispensing facility on the beach from gasoline to diesel for
$2,403.60 - low bid.

Mrs. Reed moved to accept the recommendation of the City
Attorney and amend the ordinance by amending Section 4 to read:

of three members of the City Council and up to two members of the
Personnel Board to prepare a ballot argument on behalf of those
members of the City Council supporting any or all of the propositions",
waive further reading and adopt the ordinance,

A staff report, dated January 18, forwarding the Planning
Commission's recommendation, dated January LO regarding the former
McConnell-Douglas site (adjoining the airport] was discussed.
Mrs. Reed moved that the City Manager be authorized to proceed
• as the Planning Commission has recommended and negotiate with the
developers to try to achieve the goal of joint development which in-
corporates some public recreation use as indicated in the report.
The motion was seconded by Reverend Judson.
Mr. McCloskey moved, as a substitute motion, to respectfully
receive and file the report and the City staff continue on its existing
program i.e, to negotiate with the developer and also get us some
figures on alternative uses for the airport property. The motion was
seconded by Mr. Cohen.
Reverend Judson moved, as a substitute motion, that the City
Council acknowledge the recommendations of the Planning Commission and
direct the staff to explore the feasibility of joint development with
the owners of the former McDonnell-Douglas site and evaluate the pro-
vision of recreational uses in accordance with the recommendations of
the Planning Commission. The motion was seconded by Mayor Trives and
carried unanimously.
Mrs. Swink moved to accept the City Attorney's recommendation
(Alt. A) dated January 12, and authorize the drafting of a comprehensive
Conflict of Interest Code applicable to various City employees as
required by law and set a six months deadline for its adoption and
eventual submission to the City Council for review. The motion was
seconded by Reverend Judson and carried unanimously.
• Mrs. Reed moved to authorize the preparation of an ordinance
prohibiting skateboarding in Palisades Park and the Mall and the posting
of signs, prohibiting skateboarding in those areas, in accordance with
the staff recommendation dated January 18. The motion was seconded
by Mrs. Swink and carried unanimously.
Mr. McCloskey moved to accept with regret the resignation
of Rt. Rev. Msgr. Raymond J. O'Flaherty, S.T.D., P.A, from the Library
Board due to the increase of his duties as Pastor of St. Monica's Church.
The motion was seconded by Mrs. Swink and carried unanimously.
Mrs. Swink moved to nominate Roy E, Naylor to the Library
Board to fill the unexpired term ending June 30, 1979 of Rt. Rev. Msgr.
Raymond J. O'Flaherty. The motion was seconded by Mr. Cohen.
Mrs. Reed moved, the motion was duly seconded and carried
unanimously, to close the nominations and cast a unanimous vote for
N[r. Naylor.
Mr. Cohen moved to request that the Planning Commission con-
sider permitting motels in M zones by conditional use permits only.
The motion was seconded by Mrs. Reed and carried unanimously.
Mrs. Reed read the title to a resolution entitled:

Mrs. Reed moved to adjourn to executive session so that the
Council personnel subcommittee could make a report to the other members
regarding a replacement for the retiring City Clerk. The motion was
seconded by Mr. Cohen and carried.
The meeting was reconvened from executive session after which
A1r. McCloskey moved to appoint Jerry Wilbur, Assistant City Clerk, as
Acting City Clerk on a temporary basis until a City Clerk is selected,
that he shall receive an additional $500.00 per month while serving as
such to be effective February 2; and in addition retain the retiring
City Clerk as consultant at his same pro rata hourly pay he is now
receiving to assist with the upcoming municipal election. The motion
was seconded by Mr. Cohen and carried by the following vote:

At 10:50 P.M. Mrs. Swink moved to adjourn in memory of Mildred
Montgomery, long-time school teacher in Santa Monica and Mayor Trives

Monica, both of whom passed away recently.
