The City Council of the City of Santa Monica met in regular session at the above named time and place. The pledge of alleg- iance was given after which Msgr. Raymond J. O'Flaherty, Saint Monica's Catholic Church, gave the invocation. • PRESENT: Councilmen: Nathaniel Trives, Seymour A, Cohen, Fred M. Judson, John W. McCloskey, Christine E, Reed, Donna 0. Swink, Pieter van den Steenhoven ABSENT: Councilmen: None ALSO PRESENT: James D. Williams, City Manager Richard L. Knickerbocker, City Attorney E, Douglas McAteer, Gity Engineer J. L. Wilbur, Assistant City Clerk The Assistant Clerk stated that if there were no corrections to the minutes of the regular August 10, 1976 meeting they would be approved as mailed. Mr. van den Steenhoven moved to correct Item 11C regarding traffic signals; he only approved the crossing guards, not the in- stallation of traffic signals. The motion was seconded by Mr. McCloskey and carried unanimously. Mr. icCloskey asked for clarification of Items 9B and 14C regarding salaries and benefits for certain department heads and staff; that it was a bonus increase and not a merit increase so that it would not reflect in the base pay. Mr. Cohen moved to have the minutes re- • flect that it was a bonus increase and not a merit increase. The motion was seconded by Mrs, Reed and carried with Reverend Judson voting "NO" and Mr, McCloskey abstaining. The minutes were approved as corrected. Reverend Judson moved to bring Item 14A to the first part of the agenda. The motion was seconded by Mr. McCloskey and carried unanimously. Chief of Police George P. Tielsch and Mayor Trives acaarded a medal of merit to Sergeant Lewis Reck for his outstanding service in the Community Relations Division of the Santa Monica Police force, Mayor Trives presented Mr. Robert Allison with a plaque for his bravery during a recent apartment fire. iir, van den Steenhoven made the motion to instruct the City Attorney to prepare an ordinance on the [dadsworth-Hollister Central Beach Tract to incorporate the north and south sides of Wadsworth, Hart and Fraser Avenues and north side of Ocean Park Boulevard to R2R. The motion coas seconded by Mrs, Reed. Mr. McCloskey moved to make a substitute motion and include just the north and south sides of Hart Avenue and north and south sides of Fraser Avenue. • The motion was seconded by Reverend Judson but lost with Councilmen Cohen, Judson and McCloskey voting "AYE", Mr. Cohen voted to make a substitute motion and include the north and south sides of Hart and Fraser Avenues and north side of Ocean Park Boulevard to R2R, The motion was seconded by Reverend Judson but lost with Councilmen Cohen, Judson and McCloskey voting "AYE", The Assistant Clerk called the roll on the original motion which carried by the following vote; AYES: Councilmen: Reed, Swink, van den Steenhoven, Trives NOES: Councilmen: Cohen, Judson, McCloskey ABSENT: Councilmen: None Reverend Judson requested that administration check into the feasibility of a possible rebate to qualify senior citizens re- garding the utility users tax and also to check into the possibility of senior citizens renting City-owned apartments at 175 Ocean Park Boulevard; also the feasibility of moving the building at 175 Ocean Park Boulevard to another location. The motion was seconded by Mr. McCloskey and carried unanimously. Mr, van den Steenhoven moved as follows: Reimburse Administrative Services - $56.79, Library - $64.96 Planning - $12.09, Recreation and Parks - $109.14 revolving cash fund accounts. 104 Award the contract to Hertz Furniture Systems to furnish and deliver 100 folding tables to the Civic Auditorium - $4,278.16-low bid. Award the contract to Peabody Solid Wastes Management, Inc. to furnish and deliver 240 refuse containers in the amount of $49,776.65- low bid. Award the contract to Alison Bowes Co. to print 10,000 copies • of the Annual Report in the amount of $5,877.70 - low bid. Award the contract to Sully-Miller Contracting Co. to re- surface the taxiways at the Santa Monica Municipal Airport - $8,581.00- low bid. Contract No. 2278(CCS) "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA WAIVING FORMAL BID PROCEDURE AND AUTHORIZING DIRECT NEGOTIATION FOR PURCHASE OF A VAN-TYPE STATION WAGON". (Estimated total cost $7,599.92). Resolution No. 4788(CCS} Approval of a Short Range Transportation Plan with the Southern California Association of Governments (SCAG). Mr, van den Steenhoven moved to consolidate Item 14B and refer item SB, Off-Street Parking ordinance, back to the Planning Commission fvr recommendation. The motion was seconded by Reverend Judson but lost with Councilmembers Judson, Swink and Trives voting "AYE". Mr. Cohen moved to introduce the ordinance for second reading and adoption. Various persons spoke on the issue. Mrs. Reed moved to waive further reading and adopt the ordinance. The motion was seconded by Mr. van den Steenhoven. The City Attorney asked for clarification of the Council's intent on Page 4 under Section 9106A2. Mrs. Reed moved to clarify this section and stating that "a family and 4 unrelated persons and no more than 6 unrelated persons". The motion was seconded by Reverend Judson and carried with Mr. McCloskey voting "NO". Mr. Cohen moved to amend the ordinance to read "a family plus three or not more than four unrelated persons". Mr. Cohen moved to set the tax rate at $1.15 per $100 assessed • valuation, introduce the ordinance for first and second reading and adoption. AND RATIFYING A MEMORANDUM OF UNDERSTANDING WITH THE SANTA MONICA S.M. Police POLICE OFFICERS ASSOCIATION". Officers Assoc. Mr. McCloskey moved to accept the recommendation of July 20 regarding the police salary increase of approximately 4.8% across the board. The motion caas seconded by Reverend Judson but lost by the following vote: AYES: Councilmen: Judson, McCloskey NOES: Councilmen: Cohen, Reed, Swink, van den Steenhoven, Trives ABSENT: Councilmen: None At 10:20 o'clock P.M. Mr. Cohen moved to go into executive session regarding salaries. The motion was seconded by Mrs. Swink and carried unanimously. At 10:35 o'clock P.M. the meeting was reconvened with all Councilmen present. • Mr. van den Steenhoven moved to approve the resolution and memorandum of understanding. The motion was seconded by Mrs. Reed and carried by the following vote: AYES: Councilmen: Cohen, Judson, McCloskey, Reed, Swink, van den Steenhoven, Trives NOES: Councilmen: None ABSENT: Councilmen: None Resolution No. 4789(CCS) Contract No. 2279(CCS) Mrs. Reed moved to approve various job specifications as received by the Personnel Board. The motion was seconded by Mrs. Swink and carried unanimously. Mrs. Reed moved to accept the Affirmative Action Program Update. The motion was seconded by Mrs. Swink and carried unanimously. Mr. van den Steenhoven moved to accept the Administration's recommendations to provide for billing commencing July 1, 1976 with credits given for charges for water usage prior to May 13, 1976. Ptr. McCloskey moved to make a substitute motion for alternate "2 July 1 billing. The motion died for a Lack of a second. The original motion was seconded by Mr, van den Steenhoven and carried unanimously. John Jurenka requested that the City look into standards and • criteria for new apartments and condominiums to provide for dog runs and other provisions for pets. Mr. van den Steenhoven moved to refer the matter to the Planning Commission for study and recommendations. The motion was seconded by Mrs. Swink and carried with Mr. McCloskey voting "NO". 106 Leslie Cyril spoke regarding the vandalizing in the d~4 parking structure and suggested several safety measures. Reverend Judson moved to turn the matter over to the administration for recommendations. The motion was seconded by Mrs. Swink and carried unanimously. • Mr. Trives moved to nominate Ms. Gloria Pace to fill the vacancy in the Citizens Advisory Committee - General Plan. The motion was seconded by Mrs. Swink and passed unanimously. Mrs. Reed moved to request the administration to set up a meeting with the Airport Commission within the next two months for a study session between the Airport Commission and City Council. The motion was seconded by Mr. van den Steenhoven and carried unanimously. Mrs. Reed moved to approve Richard Knickerbocker's outside employment. The motion was seconded by Mrs. Swink and carried unanimously. Reverend Judson moved to grant Mr. McCloskey permission without approval of position to assume responsibility to prepare argument against proposed ballot measure (Downtown Shopping Center). The motion was seconded by Mr. McCloskey and lost with Councilmen Judson, McCloskey and Swink voting "AYE". Mr. McCloskey moved to hear from the audience if anyone was interested in writing the argument against ballot Proposition ~~1. The motion was seconded by Reverend Judson and lost with Councilmen Judson, McCloskey and Swink voting "AYE". Mr. Cohen moved to award a contract to Arthur Young and Co. Contract 2280 • for a study in the City Attorney's office, not to exceed $4,000. Arthur Young & Co.
