The City Council of the City of Santa Monica met in an ad- journed regular session that was adjourned from the regular meeting held on December 9, 1975. The pledge of allegiance, having been given in the Redevelopment Agency meeting just concluded, was dis- pensed with. Reverend Cameron Hoff, Mt. Olive Lutheran Church, gave the invocation. PRESENT; Councilmen: Nathaniel Trives, Seymour A. Cohen, Fred M. Judson, John W. McCloskey, Christine E. Reed, Donna O. Swink Pieter van den Steenhoven ABSENT: Councilmen: None ALSO PRESENT• James D. Williams, City Manager Richard L. Knickerbocker, City Attorney K. 0. Grubb, City Clerk The notice of the order of adjournment was posted on the Council Chamber door and the certificate of posting is on file in the Clerk's office. The following newly appointed commission members subscribed to the oath of office: Manuel Almeida--Plumbing and Mechanical Board of Appeals. Paul A. Kerschner--Commission on Older Americans. A. Jaye Levin--Building and Safety Commission. • Mayor Nathaniel Trives presented plaques to the following former commission members and thanked them for their dedicated service to the City: John J. Cummins--Plumbing and Mechanical Board of Appeals. Dr. Olive M. Stone--Commission on Older Americans. The public hearing was opened upon the proposed Housing Resolution 4707 Element of the :Taster Plan. James Lunsford, Planning Director, Adopt Housing reviewed his report, dated December 3, submitting the Element as Element proposed by the Citizens Advisory Committee for General Plan and as amended by the Planning Commission. The following persons spoke: Mrs. Cathy Sullivan, Saul Larks, Isa Feinstein, Violet Coker, J. Ray Gallagher, Carole Currey, Tom Ka11ay, Tdilliam Walker, David Shulman, ~Zrs. G. B. Biorkman, Wayne Harding, Ernie Powell, Mrs. Leslie Dutton, ,Srs. Helena Hult, Ernie Eisele, Manuel Hellerman, Dr. Olive Stone, ~1rs. Marilyn Angle, John Hutt, Mrs. Ruth Levin, Lincoln Vaughn, Marvin Levin, Mrs. Bert Norton, Miss Ruth Galanter, Ken Edwards, Colleen McHale, Robert Lonsinger, John Jurenka, John Maresca, Miss Sharon Gilpin, John Kurzwal, Tim Corliss, Frank Jamison, C.R. Davenport and Peter Baumbusch. Several letters were also filed. As no one else wished to be heard Mr. van den Steenhoven moved to close the hearing. The motion was seconded by Mrs. Swink and carried. The title to a resolution was read as follows• "A RESO- LUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA ADOPTING AN HOUSING ELEpiENT OF THE MASTER PLAN FOR THE CITY OF SANTA MONICA". Mr, van den Steenhoven moved to waive further reading and adopt the resolution. The motion was seconded by NIr. Cohen. Reverend Judson moved to amend Page 8 of the Housing Element as follows: "OBJECTIVE 6 - Increase the availability of low or mod- erate income housing". The motion was seconded by Mrs. Reed and carried with Councilmen Judson, Reed, van den Steenhoven and Trives voting "AYE". Involve the residents, on a continuing basis, in housing and neighborhood preservation and rehabili- tation activities, including the development of plans for such programs. 2, Improve the maintenance, landscaping and appearance of existing public property within the City. 3. Establish design and locational standards for public facilities, 4. Enforce municipal ordinances regulating private residential open space, e,g, setback, lot coverage, and establish height limitations commensurate with the existing neighborhood character and intensity of development, 5. Establish design, location and density standards and regulations to reflect resident concerns for preserving neighborhood character and amenities. The motion was seconded by Mr. van den Steenhoven and carried unanimously. Restrict the expansion of incompatible land uses within residential neighborhoods, 3. Assist owners of incompatible land uses to relocate within the City, away from residential areas, to areas more compatible with their organizations' activities. 4. Encourage the development and conservation of features and facilities which promote the identity and integrity of neighborhoods. 5. Insure a balance between residential land use intensities and the capacities of the circulation and service systems facilities. The motion was seconded by Mr. van den Steenhoven and carried with Councilmen Judson, Reed, van den Steenhoven and Trives voting "AYE", Mrs. Reed moved to amend Page 12 as follows; • OBJECTIVE i~6 POLICIES• 6. Establish the mechanism to provide financial assist- ance to low and moderate income property owners for the rehabilitation and improvement of their properties through the use of federal, state and local subsidies. The motion was seconded by Mr, van den Steenhoven and carried with Councilmen Judson, Reed, van den Steenhoven and Trives voting "AYE", Mrs, Reed moved to amend Page 12 as follows; OBJECTIVE y'~6 POLICIES: 1. Encourage the preservation of a mix of low and moderate income housing throughout the City. The motion was seconded by Mr. van den Steenhoven and carried with Councilmen Cohen, Judson, Reed, van den Steenhoven and Trives voting "AYE", Reverend Judson moved to amend Page 11 as follows: OBJECTIVE ~~5 Encourage rehabilitation of existing housing to enhance the character of existing neighborhoods throughout the City. The motion was seconded by Mrs. Reed and carried with Councilmen Cohen, Judson, Reed, van den Steenhoven and Trives voting "AYE"; Mayor Pro Tempore Swink voting "NO"; and Councilman McCloskey ABSTAINING. Mrs. Reed moved to amend Page 8 as follows: GOAL: Assure adequate and desirable housing for all. • The motion was seconded by Reverend Judson and carried with Councilmen Judson, Reed, van den Steenhoven and Trives voting "AYE", Mrs, Reed moved to amend Page 21 as follows; PREVENT DISCRIMINATION IN HOUSING Program Objective: To prevent discrimination in housing. In order to prevent discrimination in housing based on race, sex or ethnic background, the City Attorney shall work with appropriate agencies to prevent discrimination in housing. The motion was seconded by Reverend Judson and carried with Councilmen Judson, Reed, van den Steenhoven and Trives voting "AYE". Ptrs. Reed moved to amend Page 21 as follows: HOUSING COORDINATION First Paragraph remains as is; second Paragraph to read "This requires the designation of a staff person to actively coordinate and administer programs related to housing". • The motion was not seconded. Mr. van den Steenhoven moved to include in the Element• MUNICIPAL HOUSING ANALYSIS PROGRAM OBJECTIVE: To determine the relationship between supply and demand for the general categories of housing (e.g. 1, 2, 3 bedroom apts; detached houses of 2, 3, 4 bedrooms; condos, etc) at all available rents and price ranges. PROGRAM DESCRIPTION: This survey program will determine which segments of the housing stock show balance between supply and demand and which do not. This survey should be updated at least every two years, with the ancillary intention of enabling the free market to provide those types of housing most sought after in the community. It should also provide an indicator of housing not being provided by the free market, thus stimulating examination for government housing programs. The motion was seconded by Mrs. Reed and lost with Councilmen Reed, van den Steenhoven and Trives voting "AYE". Mr. Cohen voted to amend Page 11 by deleting POLICY 5 of OBJECTIVE 4~4. The motion was seconded by Mr. McCloskey and carried . with Councilmen Cohen, Judson, McCloskey, Swink and Trives voting "AYE". Mr. Cohen moved to amend the second Paragraph on Page 15 to read as follows: "It is the intent of the City in adopting this document that affirmative action to implement the document will be taken within a reasonable period of time, That affirmative action would • include consideration of resolutions and ordinances that would implement the following housing programs: %;****';". The motion was seconded by Mrs, Swink and carried with Councilmen Cohen, Judson, McCloskey and Swink voting "AYE", Mr. Cohen moved to amend Page 12 by deleting Policy 2 of OBJECTIVE 6. The motion was seconded by Mrs. Swink and lost with Councilmen Cohen, McCloskey and Swink voting "AYE". Mr. Cohen moved to amend the first Paragraph on Page 19 to read as follows: ELIGIBILITY Eligibility requirements should be established at the time the program is implemented. Recognizing that the intent of the program is to encourage rehabilitation of low and moderate income housing, eligibility should be restricted to only one such loan for any single individual or ownership with preference given to owner-occupied one or two family dwellings. The motion was seconded by Mrs. Reed and carried unanimously. Mr, Cohen moved to delete the section entitled "SECTION 235, INTEREST SUBSIDY GRANTS" as shown on Pages 16 and 17. The motion was seconded by Mrs. Swink and lost with Councilmen Cohen, • McCloskey and Swink voting "AYE", The motion to adopt the resolution (made earlier in the meeting by Mr. van den Steenhoven and seconded by Mr. Cohen) and thusly adopt the Housing Element as amended was carried by the following vote: AYES: Councilmen: Cohen, Judson, Reed, van den Steenhoven, Trives NOES: Councilmen: McCloskey, Swink ABSENT: Councilmen: None Resolution No. 4707 (CCS) Reverend Judson moved to introduce for first reading an ordinance entitled "AN ORDINANCE OF THE CITY OF SANTA MONICA, CALIFORNIA APPROVING AND ADOPTING THE REDEVELOPMENT PLAN FOR THE DOWNTOWN REDEVELOPMENT PROJECT". The motion was seconded by Mrs. Reed and carried by the following vote: AYES: Councilmen: Cohen, Judson, Reed, Swink, van den Steenhoven, Trives NOES: Councilmen: 1cCloskey ABSENT; Councilmen: None At 12:25 A,M.
