The City Council of the City of Santa Monica met in regular
session at the above named time and place. The pledge of allegiance
was given after cahich Rabbi Henry E. Front, Beth Sholom Temple gave
the invocation.

The minutes of the meeting held August 12th were approved as
mailed.
Mayor trives presented a 30 year pin to Robert C. Gould,
a 25 year pin to James Levay, and a 20 year pin to Jose P. Tabares
and commended them for their service to the City.
Mr. van den Steenhoven moved as follows:
Reimburse the revolving cash funds of Police $72.81, Purchasing
$89.35, Library $44.28, Public Works $32.72.
Contract 2190 Purchase a fork-lift truck from High Life Equipment Corporation
Sight Instruments ($10,375.28 - loco bidder meeting specifications). Purchase an air
Inc. compressor from Engine & Equipment Co. ($7,202.70 - best suited.).
Purchase asbestos - cement pipe and couplings ($53,687.94 - low bid).
Burbank Aircraft Engines to overhaul aircraft engines until June 30, 1976
($7,267.80 - only bidder). SSP Truck Equipment, Inc. to furnish and
install two utility truck bodies ($3,124.41 - low bid). Award concession
for coin-operated telescopes at various locations to Sight Instruments
for a five year period (only bid received). Contract No. 2190 (CCS)
The motion was seconded by Mrs. Swink and carried by the
following vote:

Public hearing The public hearing was opened to adopt the Conservation
on Conservation Element of the Master Plan, as submitted by the Citizens' Advisory
Element of the Committee for General Plan and concurred in by the Planning Commission.
Master Plan. After members of the public had been given an opportunity to
speak, Mrs. Reed moved to close the hearing. The motion was seconded by
Mr. van den Steenhoven and carried unanimously.
blr. Cohen moved to adopt the conservation element as proposed.
The motion was seconded by Mrs. Reed.
Mr. Cohen moved to amend the motion by changing Section 23
(Page 30) to read "The City shall maintain its policy of replacing
trees whenever it becomes necessary." The motion was seconded by Mrs.
Swink and carried with Mrs. Reed voting "NO".
Mr. Cohen moved to amend the motion and delete Section 11
(Page 33). The motion was seconded by Mrs. Swink.
Mr. Trives moved to further amend the motion so that Section
11 (Page 33) would read. "The City should encourage the state to
purchase private property between the mean high tide line and the
major highways adjoining the beach, if and Cohen that property is
made available, to be used for public recreation".
The motion was seconded by Mrs. Reed and lost with Council-
men Reed, van den Steenhoven and Trives voting "AYE"
Mr. Cohen's amended motion lost with Councilmen Cohen,
McCloskey and Swink voting "AYE".
Mr. Cohen moved to amend the motion and delete Sections
15, 16, 18 (Page 34). The motion was seconded by Mrs. Swink and lost
with Councilmen Cohen, McCloskey and Swink voting "AYE".
Mr. van den Steenhoven moved to amend the motion so that
Sections 16 and 18 (Page 34) would read respectively: "The coastal
area shall be designated as that area bounded on the southwest by the
3 mile City limit in Santa Monica Bay, on the northwest and southeast
by the respective City limits extended to meet the 3 mile limit and
on the northeast by the southwest sides of 1st Court, Ocean Avenue and
Main Street. All areas within these boundaries shall be considered the
coastal area and shall be appraised in terms of preserving their scenic
environment." Planning measures should be initiated which will control
high density or high intensity development adjoining the coastal area
to the eastern boundary of First Court, Ocean Avenue and Main Street
from the northerly to the southerly City limits."
The motion was seconded by Mrs. Reed and lost with Councilmen
Reed, van den Steenhoven and Trives voting "AYE".
Mr. Cohen moved to amend the motion and delete Section 23
(Page 35). The motion was seconded by Mrs. Scaink and lost with Council-
men Cohen, McCloskey and Swink voting "AYE".
Mr. van den Steenhoven moved to amend the motion and delete
the section entitled "Flood Control" on pages 20 and 21 and the map on
Page 20A. The motion was seconded by Mr. Cohen and carried unanimously.
The motion as amended lost with Councilmen Reed, van den
Steenhoven and Trives voting "AYE".
Mr. Cohen moved to set the matter for public hearing for
September 10th providing all Council members are present. The motion was
seconded by mfrs. Swink and carried with Mr. McCloskey voting "NO".
The public hearing was opened upon the Council's intention
• to order the vacation of 18th Court from Pico Boulevard to Pico Place
South. As no protests were offered, Mr. Cohen moved to close the
hearing. The motion was seconded by Mrs. Reed and carried unanimously.
Mr. van den Steenhoven moved to waive the reading and adopt
a resolution entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA ORDERING THE VACATION OF A PORTION OF THAT CERTAIN
ALLEY KNOWN AS EIGHTEENTH COURT IN THE CITY OF SANTA MONICA, CALIFORNIA".
The motion was seconded by Mrs. Swink and carried by the
following vote:

Resolution No. 4671 (CCS)
The public hearing coos opened upon the Council's intention to
establish an undergrounding utility district on Cloverfield Boulevard
from Santa Monica Boulevard to the Santa Monica Freeway.
As no protests were offered, Mrs. Swink moved to close the
hearing. The motion was seconded by Mr. van den Steenhoven and carried
unanimously.
Mrs. Reed moved to waive the reading and adopt a resolution
entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
• FINDING THAT THE PUBLIC NECESSITY, HEALTH, SAFETY AND WELFARE REQUIRES,
WITHIN A CERTAIN DESIGNATED AREA, THE UNDERGROUND INSTALLATION OF WIRES
AND FACILITIES SUPPLYING ELECTRIC, COMMUNICATION OR SIMILAR OR ASSOCIATED
SERVICES ON CLOVERFIELD BOULEVARD BETWEEN THE SANTA MONICA FREEWAY AND

Mr. Newlove, Architect, reviewed plans that had been prepared
by his firm for a new animal shelter facility.
Mrs. Reed moved that the matter be referred back to the
administration so that a specific prioritized recommendation for cost
cutting along with an analysis of the energy consideration and the
possibility of opening of the windows in the front of the facility
be included in a report to be returned at the next or following Council
meeting.

Fencing at Marine The staff report, dated August 5th, regarding the installation
Park of higher protective fencing at Marine Park was reviewed. (Councilman
van den Steenhoven returned). Mr, McCloskey moved to use funds
(estimated at $16,560.00 needed) from within existing budget accounts
rather than to take it from unappropriated reserve accounts in order
to install the fencing. The motion was seconded by Mrs. Reed and
carried by the following vote;

Councilman McCloskey left the meeting at 11:15 P.M.
O'Brien vs City Mr. van den Steenhoven moved to accept the recommendation of
settlement. the City Attorney and authorize the payment by the City of $10,500.00
to settle the claim Lucille O'Brien vs. City.

Mrs. Reed supplied each Council member with a report
she had made after attending a conference regarding econirnic preservation

In view of alleged discrimination of awarding cash prizes
to men and women winners in the present tennis tournament being held
at Lincoln Park, Mrs. Reed moved to accept the recommendation of the
City Manager and withdraw City sponsorship in the tournament and in
addition that the Recreation and Parks Commission be requested to
make a study in this specific area of discrimination and the awarding
of prizes in athletic events taking place on any City facilities and
submit a report to the City Council.
The motion was seconded by Mrs. Swink and carried with Mr.
Cohen "ABSTAINING".
At 11:35 P.M. Mr. Cohen moved to adjourn in memory of Lawrence
Vredevoe and Jack Schnider, long time Santa Monica residents who
passed away recently, until 4:00 P.M „ August 28, for a study session
regarding zoning regulations (quality of life amendment). The motion
was seconded by Mrs. Reed and carried unanimously.
