The City Council of the City of Santa Monica met in regular session at the above named time and place. The pledge of allegiance was given after cahich Rabbi Henry E. Front, Beth Sholom Temple gave the invocation. PRESENT: Councilmen: Nathaniel Trives, Seymour A. Cohen, John W. McCloskey, Christine E. Reed, • Donna 0. Swink, Pieter van den Steenhoven ABSENT: Councilmen: Fred M. Judson ALSO PRESENT: James D. Williams, City Manager Richard L. Knickerbocker E. Douglas McAteer, City Engineer K. 0. Grubb, City Clerk The minutes of the meeting held August 12th were approved as mailed. Mayor trives presented a 30 year pin to Robert C. Gould, a 25 year pin to James Levay, and a 20 year pin to Jose P. Tabares and commended them for their service to the City. Mr. van den Steenhoven moved as follows: Reimburse the revolving cash funds of Police $72.81, Purchasing $89.35, Library $44.28, Public Works $32.72. Contract 2190 Purchase a fork-lift truck from High Life Equipment Corporation Sight Instruments ($10,375.28 - loco bidder meeting specifications). Purchase an air Inc. compressor from Engine & Equipment Co. ($7,202.70 - best suited.). Purchase asbestos - cement pipe and couplings ($53,687.94 - low bid). Burbank Aircraft Engines to overhaul aircraft engines until June 30, 1976 ($7,267.80 - only bidder). SSP Truck Equipment, Inc. to furnish and install two utility truck bodies ($3,124.41 - low bid). Award concession for coin-operated telescopes at various locations to Sight Instruments for a five year period (only bid received). Contract No. 2190 (CCS) The motion was seconded by Mrs. Swink and carried by the following vote: AYES: Councilmen: Cohen, McCloskey, Reed, Swink, van den Steenhoven, Trives NOES: Councilmen: None ABSENT: Councilmen: Judson Public hearing The public hearing was opened to adopt the Conservation on Conservation Element of the Master Plan, as submitted by the Citizens' Advisory Element of the Committee for General Plan and concurred in by the Planning Commission. Master Plan. After members of the public had been given an opportunity to speak, Mrs. Reed moved to close the hearing. The motion was seconded by Mr. van den Steenhoven and carried unanimously. blr. Cohen moved to adopt the conservation element as proposed. The motion was seconded by Mrs. Reed. Mr. Cohen moved to amend the motion by changing Section 23 (Page 30) to read "The City shall maintain its policy of replacing trees whenever it becomes necessary." The motion was seconded by Mrs. Swink and carried with Mrs. Reed voting "NO". Mr. Cohen moved to amend the motion and delete Section 11 (Page 33). The motion was seconded by Mrs. Swink. Mr. Trives moved to further amend the motion so that Section 11 (Page 33) would read. "The City should encourage the state to purchase private property between the mean high tide line and the major highways adjoining the beach, if and Cohen that property is made available, to be used for public recreation". The motion was seconded by Mrs. Reed and lost with Council- men Reed, van den Steenhoven and Trives voting "AYE" Mr. Cohen's amended motion lost with Councilmen Cohen, McCloskey and Swink voting "AYE".
