The motion was seconded by Mr. Cohen and carried with Gouncil- members Cohen, Reed, Swink, van den Steenhoven and Trives voting "AYE". • Reverend Judson moved that the Council go on record in favor of the proposed proposition that caill appear on the November State ballot restructuring the County government by providing for a County Mayor and four additional County Supervisors as outlined in a report, dated April 8, sent to all cities in Los Angeles County from Supervisor Kenneth Hahn. The motion caas seconded by Mrs. Reed. Mr. Cohen moved to table the matter so that more study could be given it. The motion was not seconded. The original motion carried with Councilmembers Judson, McCloskey, Reed, van den Steenhoven and Trives voting "AYE". Reverend Judson moved to approve the staff recommendation, dated flay 4, and request the State Regional Water 'duality Control Board and Federal Environmental Protection Agency to investigate and conclusively determine whether or not there is sufficient evidence to support the claim that without 100% secondary sewage treatment, the marine environment would be harmed. The motion was seconded by Mr. McCloskey and carried unanimously. Mrs. Reed moved that the City Attorney prepare for the Council meeting of May 25 a report of the programs in his department that are being currently funded from non-city sources (CETA, LEAA, etc.) and what adjustments will be necessary if and when outside funding is terminated. • The motion was seconded by Mr. van den Steenhoven and carried with Councilmembers Cohen, Reed, Swink, van den Steenhoven and Trives voting "AYE". At 8:55 P.M. the meeting was adjourned in memory of Albert Silberman, husband of former Recreation and Parks Commissioner Sylvia Silberman and Frances S. Clark, former Assistant Director of Nurses at Santa Monica Hospital, both of whom passed away recently. At the recommendation of the City :'tanager, Mr. van den Steenhoven moved to adjourn to executive session to discuss the beach encroachment lawsuit with the State of California. The motion was seconded by Mrs. Reed and carried unanimously. Mayor Trives announced that a statement regarding the Council's policy would be made upon the Council's return from the executive session. He also stated that representatives of • the State Attorney General's office were in the audience and were on a standby status in case their presence was requested at the executive session. At 4:35 P.M. the meeting reconvened caith Councilmen Judson and McCloskey still absent. Mayor Trives made the following statement "As of :Iay 18, 1976 the City Council has reaffirmed its position in pursuing litigation with the State regarding beach encroachments on the Santa Monica State Beach. This litigation is to be pursued ~~ without condition excepting that of the sharing of costs of litigation". At 4:40 P.M. Mrs. Reed moved to adjourn in memory of George Buchholz, longtime City employee who passed away recently. The motion was seconded by Mrs. Swink and carried unanimously.
