COUNCIL CHAMBER, CITY HALL, SANTA MONICA, CALIFORNIA
May 11, 1976 7:30 o'clock P,M.
The City Council met in regular session at the above named
time and place with the pledge of allegiance being given.
Reverend (Councilman) Fred Judson, in lieu of a prayer to
open the meeting, read an article that described the stormy times
prior to and during the drafting of the Constitution of the United
States that occasioned a motion to be made to open each meeting
of the Assembly with a prayer.

The minutes of the meeting held April 27, 1976 were approved
as mailed.
Mayor Trives presented pins to Lila H. La Flower and Lupe
Gomez-20 years, Loren Antosh-25 years, and Eutimio A. Loera-30 years
and complimented them for their faithful service to the City.
Jack Gliner presented a petition with numerous signatures
urging that some consideration be given to senior citizens for a
rebate on their utility taxes.
Mrs. Reed moved to consider the request during the upcoming
budget deliberations. The motion was seconded by Mr. Trives and
carried unanimously.
Mrs. Reed moved to instruct the staff to prepare criteria
for funding community promotion programs for consideration at the
next Council meeting. The motion was seconded by Mr. van den Steenhoven
and carried unanimously.
Mark Baker urged that serious consideration be given to
preparedness for possible earthquakes. The City Manager advised
that the City does have a Civil Defense and Disaster Council and
a plan for use in case of such an emergency.
Reverend Judson commented on the League of California Cities
meeting recently held in San Diego for newly elected Councilmembers
and urged that copies of the handbook distributed at the meeting
to those in attendance be obtained for all the City Councilmembers.
Mr. Cohen moved as follows:
Reimburse the Administrative Services-$81.26, Fire-$48.40, •
Planning-$3.60, Recreation & Parks $103.25 and Transportation-$59.27
revolving cash fund requests.
Authorize the disposal of surplus supplies for civil defense
purposes as recommended in the staff report, dated May 4.
The motion was seconded by Mrs. Swink and carried by the
following vote:
AYES: Councilmen: Cohen, Judson, McCloskey, Reed,
Swink, van den Steenhoven, Trives
NOES: Councilmen: None
ABSENT: Councilmen: None
Donald Brunson, Commission on Older Americans, reviewed
a report, dated April 26, outlining several resolutions the Com-
mission had adopted citing certain practices affecting senior
citizens and enlisting the City's aid in an effort to have them
discontinued.
Mr. van den Steenhoven moved to refer the report to
the Administration for report and recommendation. The motion was
seconded by Mr. Trives and carried unanimously.
A report, dated May 4, regarding the increased product-
ivity of the Sanitation Division (Public Works Department) was
received and filed.
The staff report, dated April 19, outlining various
proposed improvements on 18th Street from Marine Street to Dewey
Street was reviewed.
Mr. van den Steenhoven moved that functional changes
(erect a barrier at Navy Street and install needed signs, at an
estimated cost of $2,000 to permit two-way traffic from Marine
Street to Navy Street but dead-end at Navy Street northbound
traffic from Decaey Street) be authorized and that it be tried for

a six month period after which a report should be returned to the City
Council for its consideration in approving all the changes recommended
in Proposal 2 at a cost of $33,000.
The motion was seconded by Mr. Cohen and carried with Gouncil-
members Cohen, Reed, Swink, van den Steenhoven and Trives voting "AYE".
• Reverend Judson moved that the Council go on record in favor
of the proposed proposition that caill appear on the November State
ballot restructuring the County government by providing for a County
Mayor and four additional County Supervisors as outlined in a report,
dated April 8, sent to all cities in Los Angeles County from Supervisor
Kenneth Hahn.
The motion caas seconded by Mrs. Reed.
Mr. Cohen moved to table the matter so that more study could
be given it. The motion was not seconded.
The original motion carried with Councilmembers Judson,
McCloskey, Reed, van den Steenhoven and Trives voting "AYE".
Reverend Judson moved to approve the staff recommendation,
dated flay 4, and request the State Regional Water 'duality Control
Board and Federal Environmental Protection Agency to investigate and
conclusively determine whether or not there is sufficient evidence to
support the claim that without 100% secondary sewage treatment, the
marine environment would be harmed. The motion was seconded by Mr.
McCloskey and carried unanimously.
Mrs. Reed moved that the City Attorney prepare for the Council
meeting of May 25 a report of the programs in his department that are
being currently funded from non-city sources (CETA, LEAA, etc.) and what
adjustments will be necessary if and when outside funding is terminated.
• The motion was seconded by Mr. van den Steenhoven and carried
with Councilmembers Cohen, Reed, Swink, van den Steenhoven and Trives
voting "AYE".
At 8:55 P.M. the meeting was adjourned in memory of Albert
Silberman, husband of former Recreation and Parks Commissioner Sylvia
Silberman and Frances S. Clark, former Assistant Director of Nurses
at Santa Monica Hospital, both of whom passed away recently.

The City Council of the City of Santa Monica met in a
special meeting at the above named time and place.
• The pledge of allegiance was given.

The Clerk reported that the notice of the special meeting
was delivered in accordance with City Charter Section 612.
At the recommendation of the City :'tanager, Mr. van den
Steenhoven moved to adjourn to executive session to discuss the
beach encroachment lawsuit with the State of California. The
motion was seconded by Mrs. Reed and carried unanimously.
Mayor Trives announced that a statement regarding the
Council's policy would be made upon the Council's return from
the executive session. He also stated that representatives of
• the State Attorney General's office were in the audience and were
on a standby status in case their presence was requested at the
executive session.
At 4:35 P.M. the meeting reconvened caith Councilmen
Judson and McCloskey still absent.
Mayor Trives made the following statement "As of
:Iay 18, 1976 the City Council has reaffirmed its position in
pursuing litigation with the State regarding beach encroachments
on the Santa Monica State Beach. This litigation is to be pursued
