Approve expenditure of 56,421 for additional premium on City bus fleet public liability and property damage coverage from sales tax revenues held in trust for transportation operations. The motion was seconded by Mrs. Reed and carried unanimously. A staff report was presented regarding the setting of hearings on the second year Community Development Block Grant Application, after which Reverend Judson moved to set the hearing for Housing and Community Development needs for January 27, 1976 and the second year application for February 10, 1976. The motion was seconded by Mrs. Swink and carried unanimously. Dr. Marjorie Braude and Luis Montes, in behalf of Santa Monica Bay Area Drug Abuse Council (New Start) reviewed their letter dated December 30, 1975 for $21,652 in Federal General Revenue Sharing funds to provide for two staff positions, etc., to carry on the program. Reverend Judson moved that the staff negotiate with the group to determine the cost of funding the two positions plus supportive supplies requested for the balance of this fiscal year and report back to the Council with the understanding that there would be no commitment of funds for the next fiscal year. The motion was seconded by Mrs. Reed and carried with Councilmen Cohen and McCloskey voting "NO". Reverend Judson, in commenting on the great amount of energy used and the need to reduce its unnecessary use, requested the administration to urge the people to curtail their use of it. At 11:25 P.M. Mrs. Reed moved to adjourn in memory of John Moore, former City employee, and Theodore C. Maier, former long-time resident of the Bay area, both of whom passed away recently. Gary Schwedes (Recreation and Parks Commission) presented a drawing and reviewed the Commission's report, dated January 14, of a conceptual program for use of a portion of the airport property for recreational purposes after which Mrs. Reed moved to refer it to the Airport Commission for study and report back to the Council in four months. The motion was seconded by ilr. Cohen and carried unanimously. The staff report, dated January 15, was reviewed (in response to a request by California Transportation Department (CALTRANS) to amend the authorization previously granted regarding bus, car pool preferential lanes on the Santa Monica Freeway) recommending that CALTRANS be permitted to institute traffic controls it deems appropri- ate for the project but at its own expense and with its own personnel and that it be for a six months demonstration period. Gary Bork (CALTRANS) requested that the City pay certain expenses and that the demonstration period be for one year. :Ir. :IcCloskey moved to approve the staff recommendation. Title I of Santa Monica residents under Title 1 of the Federal Comprehensive Contract 2219 Employment and Training Act of 1973 with subcontractors to deliver R & D Funds such services to participants and with Los Angeles County for $29,000.00 in research and development funds for use by City as prime agent. The motion was seconded by Reverend Judson and carried by the following vote: AYES: Councilmen: Cohen, Judson, McCloskey, Reed, Swink, Trives NOES: Councilmen: None ABSENT: Councilmen: van den Steenhoven (Title I Funds) Contract No. 2218 (CCS) (Research & Development Funds) Contract No. 2219 (CCS) James Sellers in commenting on the problem that arises when the owner of a multiresidential building fails to pay the water bill (the water is turned off for all the inhabitants) requested that land- lords be required to provide water meters for every unit in a building. It was pointed out that this was a civil matter between the tenants and landlord but that the City would endeavor to cooperate by notifying the tenants at least five days before the meter of a multiple residential building would be turned off due to the non-payment of the water bill. At the request of Robert Schnider and Councilman McCloskey, their two requests to be heard were held over till February 10. At 11:05 P.M. The proposal to relocate two houses (one of which would be Contract No. 2220 used as a restaurant) at 1003-7 Ocean Avenue to a site on the South- Chronicle Rest. westerly corner of Nlain Street and Ocean Park Boulevard that was to be Heritage Square •- considered by the Council and Parking Authority was discussed.
